March 1, 2021
Mayor Visser called the meeting to order at 7:00 p.m. Present were Spading, Svejda, Robison, and Rinderknecht. Also present were Todd Damon – Public Works Director, Groskurth – Interim City Clerk, Amber Bell, EG Bell, Connie Drahaus, Barb Grant, Jeremy Chichak, Jane Warbly, and other members of the public.
Robison moved to approve consent agenda. Spading seconded. Ayes: Spading, Svejda, Robison, and Rinderknecht. Consent agenda included minutes of November 23, 2020, December 07, 16, 21, 2020, January 4, 18, 2021, and February 01, 12, and 15, 2021 and list of bills as follows:

Mayor Visser opened public hearing concerning the Proposed Property Tax Levy, Fiscal year ending June 30, 2022 at 7:05 p.m. Mayor Visser read written comments received from Katherine Nelson. Oral Comments were received by Amber Bell, Ej Bell, Connie Drahas, Barb Grant, Jeremy Chihak, and Jane Warbly. Council member Spading addressed public regarding the importance of correcting the things we have discussed the last several years and to stop kicking the can down the road. Mayor Visser, thanked public for their input and closed public hearing at 7:28 p.m.
Spading moved to adopt Resolution 831 approving the Maximum Property Tax Levy, Fiscal Year July 1, 2021 – June 30, 2022 (FY22) for the City of Atkins, Iowa. Rinderknecht seconded. Ayes: Robison, Svejda, Rinderknecht, and Spading. Nay: Vacant Seat. Motion Carried.
Svejda moved to adopt Resolution 832 intent to fill vacancy on city council by city council appointment. Spading Seconded. Ayes: Svejda, Rinderknecht, Spading, and Robison. Nay: Vacant Seat. Motion Carried.
City Budget FY 22 discussion: Sheriff Tippet discussed options of increased law enforcement. Budget timeline was discussed. Robison moved to set budget work session to be March 8, 2021 at 6:00 p.m. Spading seconded. Ayes: Svejda, Rinderknecht, Spading, and Robison. Nay: Vacant Seat. Motion Carried.
Mayor Visser updated council regarding City Code Official, Inspector, Zoning Administrator. Informed that he had met with ECICOG, Fairfax inspector, and previous inspector.
Spading moved to indicated historical significance of Old Water Tower at 1st Street and 2nd Avenue as required by state with a plaque. Robison seconded. Svejda, Rinderknecht, Spading, and Robison. Motion Carried.
Mayor Visser gave council storm recovery update. Library is close to completions. Looking for a way to utilize while waiting for windows to arrive. There will be down time during and immediately following the move. RFP to go out soon for Tree removal. Damon informed the Antennas on old water tower will be removed tomorrow. Process to rebuild fire station was discussed. FEMA and Iowa Homeland Security are working with city and are considered grants.
Damon gave public works update. Phase one of membranes replacement has been completed. New public works employee began last Monday and is well trained from previous experience. Snowmelt has been occurring in manageable way.
Public input: Council member Svejda discussed sheriff’s reports. A. Bell and EJ Bell spoke. Spading moved to adjourn. Robison seconded. Ayes: Rinderknecht, Spading, Robison, and Svejda. Motion carried.

Mayor Visser called the meeting to order at 6:34 p.m. Present were Spading, Svejda,
Robison, and Rinderknecht. Also, present were Ryan Tang – City Attorney, Groskurth –
Interim City Clerk, Amber and EG Bell, Dick Lang, Penny Cook, Sheriff’s Deputy, and
other members of the public were present in person and on-line.
Council held budget work session for fiscal year ending June 30, 2022.
Spading moved to adjourn. Robison seconded. Ayes: Spading, Robison, Svejda, and
Rinderknecht. Motion carried.
