March 4, 2021

The regular meeting of the Keystone City Council was held Thursday, March 4, 2021, at 6:00 pm. Roll Call members present: K.Janss, Kaiser, Upah in attendance at the City Hall ; Behrens and Kruse were in attendance via Zoom. Absent: none. Also Present: Jamey Clemann, Keystone EMS, Randy Krammer, Prairie Road Builders, Tyler Franzenburg attended at the City Hall. Mayor Erin Janss called the meeting to order.
Motion made by Janss, second by Upah to approve the February 4, 2021 minutes. Motion carried. All voted aye.
Motion made by Kaiser, second by Kruse to approve the February 11, 2021 minutes. Motion carried. All voted aye.
Motion made by Janss, second by Kruse to approve the February 16, 2021 minutes. Motion carried. All voted aye.
Motion made by Upah, second by Kruse to approve the February 22, 2021 minutes. Motion carried. All voted aye.
Motion made by Kruse, second by Behrens to approve the February Treasurer Report. Motion carried. All voted aye.
Motion made by Kruse, second by Janss to approve Resolution 03-02-21 – Approval for Methods of Procurement. Motion carried. All voted aye.
Motion made by Upah, second by Kruse to approve Resolution 03-03-21 – Approval for Segregation of Duties. Motion carried. All voted aye.
Motion made by Kaiser, second by Upah to approved Resolution 03-04-21 – Assess Property at 218 Railroad Street. Motion carried. All voted aye.
Motion made by Kruse, second by Janss to approve the building permit from Wesley Howard to build a single family home at 103 7th Avenue. Motion carried. Behrens, Kruse, Janss and Upah all voted aye. Nay: Kaiser.
Tyler Franzenburg address the council indicating he needs a month’s notice to remove the fence when the city decides the use of the previously rented ground.
Motion made by Kruse, second by Upah to approve the bills as read. Motion carried. All voted aye.
