City Council Minutes Special Council Meeting

March 29, 2021

Mayor Visser called the meeting to order at 7:02 p.m. Present were Svejda, Robison, and Rinderknecht. Spading joined at 7:05 p.m. Also present were Todd Damon – Public Works Director, Groskurth – Interim City Clerk, Mr. and Mrs. Bell, Dennis Taschner and other members of the public.

Robison moved to approve the agenda. Svejda seconded. Ayes: Svejda, Robison, and Rinderknecht.
Absent: Spading. Motion Carried.

Spading joined the meeting at 7:05 p.m.

Robison moved to approve Council Minutes of March 15, 2021. Svejda seconded. Ayes: Robison, Rinderknecht, Spading, and Svejda. Motion carried. Mayor Visser opened public hearing concerning the Proposed City Budget for Fiscal Year ending June 30, 2022.

Hearing opened at 7:07 p.m. There being no written comments for or against and no verbal comments hearing was closed at 7:08 p.m.

Spading moved to approve Resolution 845 adopting City budget for fiscal year beginning July 1, 2021 – Ending June 30, 2022 (FYE 22) for the City of Atkins, Iowa. Svejda seconded.

Discussing regarding sheriff’s contract. Ayes: Rinderknecht, Spading, Svejda, and Robison. Motion Carried.

Svejda moved to approve Resolution 846 appointing Julie DeMeulenaere, Atkins, to fill City Council Vacancy for the City of Atkins, Iowa. Spading seconded. Ayes: Spading, Svejda, Robison, and Rinderknecht. Motion Carried.

Robison moved to approve Request for Proposal (RFP) for the City of Atkins audit. Spading seconded. Ayes: Robison, Rinderknecht, Spading, and Svedja. Motion Carried.

Svejda moved to approve Resolution 847 approving Interim City Clerk Employment Agreement. Robison seconded. Ayes: Svejda, Robison, Rinderknecht, and Spading. Motion Carried.

Public Input is a time for citizens to discuss items that are not on the agenda. Mr. Bell asked a question
regarding the council vacancy and term. Attorney Tang informed appointed council member seat will be
on the next City election. Term will be to fill the vacant position to keep stagger. Mr. Bell requested
council review golf cart ordinance and to consider allowing golf carts to drive at night. Citizen asked
what the cost of an audit is. City does not know until RFP’s are returned.

Robison moved to adjourn. Svejda seconded. Ayes: Robison, Rinderknecht, Spading, and Svejda.
Motion Carried.

Adjournment time was 7:29 p.m.
