NOTICE AND CALL OF PUBLIC MEETING. The Mayor and Council welcome comments from the public during the public input time. You are required to state your name and address for the record and to limit the time used to present your remarks in order that others may be given an opportunity to speak. The order of business is at the
discretion of the Chair. The audio portion of this meeting may be recorded.

  1. Call to Order and Roll Call by Mayor Pro-Tem Heather Rinderknecht
  2. Approve the agenda.
  3. Council comments concerning the Consent Agenda items and motion to
    3.1. Approve the Council minutes of March 29, 2021.
    3.2. File: Oath of office – signed for Julie De Meulenaere. City Council
    appointment to fill Council vacancy.
    3.3. List of bills for Approval.
  4. Motion to approve RESOLUTION 848 Setting Public Hearing Date and Direct
    Clerk to Publish Notice of hearing for Fiscal Year Ending 2021 Budget
    Amendment for the City of Atkins, Iowa.
  5. Motion to approve renewal of LLC Class E Liquor License. for the Depot
  6. Consider Lynch Dallas, P.C. proposal for City Council Training
  7. Economic Development:
    7.1. Catalyst Grant: Motion to approve Resolution 849 approving letter of support for Catalyst Grant Application for property located at 76 Main Avenue.
    7.2. Commercial development.
  8. Storm Disaster Recovery:
    8.1. Library – is now open in Library location.
    8.2. City Hall- is back in City Hall office location. Trailers will move out.
    8.3. Tree and Branch debris – FEMA / IA HMS requirements continue
    8.4. Gazebo replacement location.
    8.5. Disaster recovery planning for Fire Station – RFQ to be considered later in April. ECICOG is working with City.
    8.6. Flag Pole location – motion to set the location of replacement flag
    8.7. Park fence repair. Motion to approve additional fencing.
  9. Report from Public Works Department
  10. Public input for items not on the Agenda. Comments are limited to 3 minutes.
  11. Set next Regular Council Meeting to be held Monday April 19th, 2021 at 7:00 pm, at City Hall Council Room, 480 3rd Avenue, Atkins Iowa. Due to the Governor’s Declared State of Emergency the Council meeting may be
    conducted using teleconference. Meeting agenda will include instructions to access the meeting.
