Keystone City Hall

April 8, 2021

6:00 pm

The regular meeting of the Keystone City Council was held Thursday, April 8, 2021, at 6:00 pm. Roll Call members present: Kaiser and Kruse in attendance at the City Hall; Janss in attendance via Zoom. Absent: Behrens and Upah. Also Present: Mike Stoner and Becky Herman, Keystone Residents. Mayor Erin Janss called the meeting to order.

Motion made by Kruse, second by Kaiser to approve the March 2021 minutes. Motion carried. All voted aye.

Motion made by Kruse, second by Kaiser to approve the March 2021 treasurer report. Motion carried. All voted aye.

Becky Herman, Keystone Resident, addressed the Mayor and Council regarding her property at 92 Main Street dba Iowa Cricket Farmer LLC. Due to the damage caused by the Derecho they will offer the property for sale.

Mike Stoner, Keystone Resident, addressed the Mayor and Council regarding a variance on his property at 89½ 5th Avenue to install a chain link fence from the southwest corner of his existing house along the south edge of his property. According to the Code of Ordinance, Keystone IA, a two foot setback from adjoining property is required. Adjoining Land Owner Steve Vargason and Mike Stoner came to an agreement that a one foot setback would be allowed. A motion made by Kruse, second by Kaiser to approve a variance of a one foot setback from the adjoining property. Motion carried. All voted aye.

Motion made by Kruse, second by Janss to open the Public Hearing regarding Failure to Register Pets and Property Tax Levy Motion carried. All voted aye. The Mayor asked for any questions or comments on both hearings. No written comments or questions from the clerk. No verbal or written comments or questions from the council or audience. Motion made by Janss, second by Kaiser to close the public hearing. Motion carried. All voted aye.

The Mayor directed the clerk to continue with the process for failure to register pets.

Motion made by Janss, second by Kaiser to approve Resolution 04-01-21 Approving the Maximum Property Tax Dollars for Budget year July 1, 2021 to June 30, 2022. Motion carried. All voted aye.

Motion made by Kruse, second by Janss to approve a building permit for Clyde Lovell at 405 4th Avenue to erect a 30’x40’ 2 stall unattached garage on his property. Motion carried. All voted aye.

Motion made by Kruse, second by Kaiser to approve a building permit for Duane England at 302 5th Avenue to erect a 12’x24’ shed on his property. Motion carried. All voted aye.

Motion made by Kaiser, second by Janss to approve the Liquor License Renewal for the Keystone Turner Hall. Motion carried. All voted aye.

Motion made by Kruse, second by Janss to accept Friday, April 23, 2021 as Arbor Day. Motion carried. All voted aye.

Motion made by Kruse, second by Kaiser to approve the Hand Book Change to identify $45.00 is the amount for a cell phone reimbursement. Motion carried. All voted aye.

Motion made by Kruse, second by Janss to approve the Summer Rec Coaches. Motion Carried. All voted aye.

Motion made by Janss, second by Kruse to approve opening the alley between 4th and 5th Avenue and 4th and 5th Street. Motion made. All voted aye.

Motion made by Kruse, second by Kaiser to approve the bills as read. Motion carried. All voted aye.
