The Belle Plaine City Council met on May 5, 2021 at 6:00 p.m. at the Belle Plaine Community Center to allow for social distancing, with Mayor Dave Fish presiding. Present: Mary Pech, Judy Schlesselman, Mitch Malcolm, and Garrett Landuyt. Mark Tegeler was absent. Also present: City Administrator Stephen Beck, City Clerk Jacki McDermott, and City Attorney Jennifer Zahradnik.

The Pledge of Allegiance was recited.

Motion by Pech to approve the consent agenda consisting of the council minutes of April 21, 2021, and bills received, seconded by Schlesselman. On roll call, all voted aye. Motion carried.

Residents Comments: None.

Motion by Malcolm, seconded by Landuyt to approve Resolution 21-5-1 setting a public hearing on delinquent animal licenses for June 2, 2021, at 6:00 p.m. at the Community Center. On roll call vote, all voted aye, motion carried.

Motion by Malcolm, seconded by Landuyt to contact the owner of 408 13th Street and give him 60 days to obtain permits to remove the chimney, fix the foundation and secure the building with work to be completed before September 1, 2021. On roll call vote, all voted aye, motion carried.

Motion by Malcolm, seconded by Landuyt to contact the stepfather of the owner of 710 17th Street and ask him for permission to fill the cistern with sand and to secure the building. On roll call vote, all voted aye, motion carried.

Motion by Pech, seconded by Malcolm to hire Veenstra and Kimm for engineering services related to application development, cost benefit analysis, design, bidding, and construction observation service for derecho work. On roll call vote, all voted aye, motion carried.

Motion by Schlesselman, seconded by Schlesselman to approve the rewrite of the Business Incentive Grant Program Application to remove the word façade and replace it with exterior wall. On roll call vote, all voted aye, motion carried.

Motion by Landuyt, seconded by Schlesselman to allow the Famer’s Market to open on their regular scheduled time June 4th through October 29, 2021. On roll call vote, all voted aye, motion carried.

Motion by Malcolm, seconded by Landuyt to close Main Street (12th Street) from 9th Avenue to 10th Avenue every Friday from June 4th to October 29th from 4:00 p.m. to 7:00 p.m. for the Belle Plaine Farmer’s Market. On roll call vote, all voted aye, motion carried.

Motion by Landuyt, seconded by Malcolm to approve a $4,500 grant to Garling Construction/River Valley Investments plus up to $1,000 in Acquisition fees after receipts are submitted, for the property at 1009 7th Avenue. On roll call vote, all voted aye, motion carried.

Motion by Landuyt, seconded by Malcolm to approve a $4,500 grant to Garling Construction/River Valley Investments plus up to $1,000 in acquisition fees after receipts are submitted, for the property at 802 12th Street. On roll call vote, all voted aye, motion carried.

Motion by Landuyt, seconded by Malcolm to approve a $4,500 grant to Anders J. Norgaard Law Office after receipts are submitted, for the property at 801 12th Street. On roll call vote, all voted aye, motion carried.

The Mayor said he would continue to try to contact the solar company to try to get some answers about why the prices for solar are not cheaper and perhaps have the lawyer try to contact the company next. He also advised the Clerk to withhold future payments to Eagle Point Solar until he advises further.

The City Administrator, Stephen Beck, told the Council that work continues on replacing roofs and siding at the parks. He mentioned that the new pool lights will be LED. There are roofing companies working on the roof at the Wastewater Treatment Plant and the Medical Center. Brian Mantz is working on beautiful signs to replace demolished signs. Hupfeld Stump Removal has been working on taking out tree stumps. The gazebo has been ordered for Box Park and will be installed by Lance Hinschberger and his father in August. The gazebo will have a cement floor courtesy of a grant from Midwest One Bank. Also, seven composite benches have arrived and will be placed in the parks. The new school crossing lights for 7th Avenue will be installed soon. He also has received a camera for livestreaming council meetings, but it is not yet operational.

The City Administrator also told the council about EMC insurance doing an inspection at the airport, where they have found that the roof needs replaced on the airport. The city shop was also inspected and will be getting new insulation and roof.

The Mayor told the council that he attended an East Central Iowa Council of Governments (ECICOG) meeting via Zoom and is anxious to return to live meetings. On May 11th, there will be a joint meeting of Benton County Emergency Management and Linn County Emergency Management to discuss the sale of the sirens from the Palo nuclear power plant. On May 13th, the Mayor will be attending a state mayor’s conference via Zoom and he extended an invitation for the Council to attend Belle Plaine Community Development Corporation awards at the museum on May 14th.

Resident Comments: Mary Preston told the council about events at Preston’s Station, including unveiling of Interpretive Panels on May 1st and that they have already had 300 views of the day. She also announced that the signs will be coming off the building in late May. She also thanked the council for all their support.

Motion by Landuyt to adjourn the meeting, seconded by Malcolm. On roll call, all voted aye. Meeting adjourned at 7:39 p.m.
