City Council Regular Meeting
Monday, August 23, 2021 – 7:00 PM

Mayor Mattson called the regular meeting to order at 7:00 p.m.
Council members present: Gessner, Boddicker, Campbell, Gardemann, Rinderknecht
Approval of the Agenda: Motion by Gardemann, 2nd by Gessner, all present aye, motion carried
Public Forum: South Slope was present asking for suggestions on how they can engage the city;
30 year old generator will be replaced, should be a lot quieter.
Department Reports
Public Works: Trimmed trees out by the sewer plant; blew out sager beds; curb stop at condo’s
fixed; 2nd Street drain installed; seeded grass on 6th and 7th; started tearing down playground
equipment; new Christmas decoration arrived; tree broke at the soccer field.
Mayor: G&H was at the concession stand and will be returning on Wednesday; lights (security
light at garage at ball park and the ballpark light located left center field that shines on the small
field, and the flag pole light) need to be looked at; ladies responsible for beautifying the bump
outs on Main Street are not going to be do this next year, going forward what will be done?
Fire/First Responders: Newhall was Water ball champs; appreciation picnic September 18th, need
Parks: Carpet in batting cage, Al Anders doesn’t feel just glue will work to fix it; Mayor says city
guys can glue it; 3 bids for painting the poles at the batting cage are over a year old, Trent and
Dan will look at them and see if it is something they can do; Spraying was done at field, Campbell
will check with Dan to make sure area he asked about was addressed.
Consent Agenda and Bill Consent: Motion by Campbell, 2nd by Boddicker to approve the minutes
from August 9, 2021 and bills totaling $49,510.62 all present aye, motion carried.

Council Action:
A. Motion by Boddicker, 2nd by Rinderknecht to approve the quote from Cunningham
for new playground equipment including the equipment at $42,081.75 and the
install and wood fiber for $26,978.90, all present aye, motion carried.
B. Touro will contact the City Attorney regarding residents in town that are not
complying with City Code regarding pets, grass and weeds, junk, parking, and
dangerous buildings or items on the residents property.
C. Motion by Campbell, 2nd by Gardemann approving the Outstanding Obligation
Statement for $2,220,000.00, all present aye, motion carried.
D. Motion by Rinderknecht, 2nd by Gessner to approve Dan and Trent to purchase 2-5
loads of rocks to maintenance the road out to the dump/sewer plant, all present
aye, motion carried.
E. Motion by Boddicker, 2nd by Gardemann to approve the Rinderknecht plot as
described, Gessner, Boddicker, Gardemann Campbell all aye, Rinderknecht
abstained, motion carried.
Adjournment: At 7:55 p.m. Boddicker moved to adjourn, Gardemann seconded, all present aye,
motion carried.
