City Council Meeting Regular Minutes
Monday, October 18, 2021 at 7:00 p.m.
Council Room, City Hall, 480 Third Avenue, Atkins Iowa, 52206

Mayor Pro-Tem Heather Rinderknecht called the meeting to order at 7:00p.m. Present were Robison- Online,
Spading, Svejda, Rinderknecht, Demeulenaere-online. Also present were Ryan Tang, City Attorney, Groskurth, and
various members of the public. Absent was Mayor Bruce Visser.
Svejda moved to approve the agenda. Robison seconded. Ayes: Robison, Spading, Svejda, Rinderknecht,
DeMeulenaere. Motion carried.
Robison moved to approve the Consent Agenda. Spading seconded. Ayes: Spading, Svejda, Rinderknecht,
DeMeulenaere, and Robison. Motion Carried. The Consent Agenda was as follows: The council minutes of October 4, 2021, approval of the Annual Financial Report FYE 2021, the engineer report to be filed, and the following bills:

Spading moved to approve Resolution 901 Approving Library Board recommendation to establish Pamela Duball as
Atkins Library Director. Svejda seconded. Ayes: Svejda, Rinderknecht, DeMeulenaere, Robison, and Spading.
Motion carried.
Robison moved to approve Resolution 902 Approving a Memorandum of Understanding by and between the Benton
Community School District and the City of Atkins. DeMeulenaere seconded. Ayes: Rinderknecht, DeMeulenaere,
Robison, Spading, and Svejda. Motion carried.
Svejda moved to approve Resolution 903 Approving the Atkins Holiday Light Parade and Fireworks. Robison
seconded. Ayes: DeMeulenaere, Robison, Spading, Svejda, and Rinderknecht. Motion carried.
Spading moved to approve Resolution 904 Approving Pay Request 11 to Garling Construction related to Storm
Damage repairs in the amount of $6,099.07. Spading second. Ayes: Robison, Spading, Svejda, Rinderknecht, and
DeMeulenaere. Motion carried.
Mayor’s Update: Groskurth and Rinderknecht gave council update regarding fire station committee. Fire Station
committee met October 19 and will meet every 2 weeks.
Public Works Update: Groskurth informed the city’s recent testing indicated TTHM levels met standard. Notices
regarding TTHM levels are required every quarter until a year’s worth of quarters average below maximum levels.
Clean up days will be October 23. Stone Ridge development – street construction has begun.
Public Input: Discussed Intersection of 33rd Street project. Discussion regarding radar sign and if it is portable.
Discussed possibility of working with Sheriff’s Dept. to place camera’s through town.
Svejda moved to set workshop for goal setting FYE 2023 budget to be November 4, 2021 at 6 p.m. Spading
seconded. Ayes: Spading, Svejda, Rinderknecht, DeMeulenaere, and Robison. Motion carried.
The next regular council meeting will be held Monday, November 1st at 7:00 p.m. at City Hall council Room, 480 3rd
Avenue, Atkins, Iowa.
Svejda moved to adjourn. Robison seconded. Ayes: Svejda, Rinderknecht, DeMeulenaere, Robison, and Spading.
