NOTICE AND CALL OF PUBLIC MEETING. The Mayor and Council welcome comments from the public during the public input time. You are required to state your name and address for the record and to limit the time used to present your remarks in order that others may be given an opportunity to speak. The order of business is at the discretion of the Chair. The audio portion of this meeting may be recorded.

Mayor Visser called meeting to order at 6:35 p.m. Present were Robison-online, Spading-online, Svejda,
Rinderknecht, and DeMeulenaere. Also present were Groskurth, and several members of the public.
Planning work session was held. Council reviewed accomplishments, project lists, and discussed vision for
community.
Mayor Visser declared meeting adjourned.

Mayor Pro-Tem Rinderknecht called the meeting to order at 7:00 p.m. Present were Demeulenaere,
Svejda, Robison – online, and Spading – online. Absent was Mayor Visser. Also present were
Groskurth, Fire Chief Rammelsberg, several members of fire department and public.
Robison moved to approve the agenda and the consent agenda. DeMeulenaere seconded. Ayes:
DeMeulenaere, Rinderknecht, Robison, Spading, and Svejda. Motion carried. Consent agenda was as

Fire Station Re-building update: Chief Rammelsberg informed Re-build Fire Station Committee is meeting with architect bi-weekly. Committee is developing concept of fire station and its floor plan.
Once concept is decided the architect will show how it fits into the different site options. Groskurth informed the estimated cost of station re-build is $1-2+ million dollars pre-supply chain issue. FEMA reimburses a percentage of costs, not full costs. City will need to finance project through borrowing and debt service levy. Rinderknecht commended Fire Department for their continued service through the difficulties of not having a fire station since August 10, 2020.
Robison moved to approve Resolution 905 Approving the Hire Salary and Benefits for Hire of the Deputy Clerk Position. Svejda seconded. Ayes: Rinderknecht, Robison, Spading, Svejda, and DeMeulenaere. Motion carried.
Robison moved to approve Resolution 906 Approving Authorized Signers for Bank Transactions. Svejda seconded.
Ayes: Robison, Spading, Svejda, DeMeulenaere, and Rinderknecht. Motion carried.
Svejda moved to approve Resolution 907 Approving Contract with Garling Construction for Modifications to the
temporary Fire Station to accommodate the Fire Truck. Robison seconded. Ayes: Spading, Svejda, DeMeulenaere,
Rinderknecht, and Robison. Motion carried.
Spading moved to approve Resolution 908 Accepting the Fiscal Year Ending 2021 Street Finance Report.
DeMeulenaere seconded. Ayes: Svejda, DeMeulenaere, Rinderknecht, Robison, and Spading. Motion Carried.
Svejda moved to table council Conduct Policy until next City Council Meeting. Spading seconded. Ayes:
DeMeulenaere, Rinderknecht, Robison, Spading, and Svejda. Motion carried.
Mayor’s Update: Fire Station update – continues to work with FEMA. Deputy Clerk candidate is moving through
the due diligence process.
Public Works Update: Public Works is in process of winterizing outdoor facilities and preparing for snow removal.
Public Comment: Citizen asked if city vetted a pool of candidates for the deputy clerk position. Groskurth gave
details of the process to hire, including the use of scoring to determine top 4 to interview, interview process, and
scoring process used after interviews. Mayor, Mayor Pro-Tem, and staff were involved with interviews.
Goal Setting FYE 2023 Budget Work Session will be held Thursday, November 4, 2021, at 6 p.m.
The next Regular Council Meeting to be held Monday November 15 at 7:00 pm, at City Hall Council Room, 480 3rd
Avenue, Atkins Iowa.
Svejda moved to Adjournment. Robison seconded. Ayes: Rinderknecht, Robison, Spading, Svejda, and
DeMeulenaere. Motion carried.
