February 3, 2022

The regular meeting of the Keystone City Council was held Thursday, February 3, 2022, at 6:00 pm. Roll Call members present: Hennings, Janss, Kaiser and Monson. Absent: Upah. Also Present: Jamey Clemann, City Superintendent, Randy Kramer, Prairie Road Builders, Ben and Kristi Elmore, Keystone Residents. Mayor Mark Andresen called the meeting to order.
Motion made by Janss, second by Monson to approve the January 2022 minutes. Motion carried. All voted aye.
Motion made by Kaiser, second by Hennings to approve the January 2022 treasurer report. Motion carried. All voted aye.
Randy Kramer, Prairie Road Builders, presented the Mayor and Council with a proposal for street work for the 2022 season. Motion made by Kaiser, second by Janss to approve the proposal. Motion carried. All voted aye.
Ben and Kristie Elmore, Keystone Resident, presented a building permit to attach a 26×36 addition to the building at 104 1st Avenue. Motion made by Monson, second by Janss to approve the building permit. Motion carried. All voted aye.
Motion made by Hennings, second by Janss to approve a Liquor License from Main Street Bakery. Motion carried. All voted aye.
Motion made by Hennings, second by Janss to approve the 2020-21 Annual Urban Renewal Report. Motion carried. All voted aye.
Motion made by Kaiser, second by Janss to open the public hearing for the Max Levy Rate. Motion carried. All voted aye.
The Mayor asked for any questions or comments. No written comments or questions from the clerk. No verbal or written comments or questions from the council or audience. Motion made by Monson, second by Hennings to close the public hearing. Motion carried. All voted aye.
Motion made by Hennings, second by Monson to approve Resolution 02-01-22 Max Levy Rate. Motion carried. All voted aye.
Motion made by Hennings, second by Janss to approve the bills as read. Motion carried. All voted aye.
