City of Atkins Iowa – City Council Meeting Minutes
Tuesday, March 22, 2022, at 6:30 p.m.
Call to Order and Roll call by Mayor Bruce Visser 6:35 p.m. Present were Bell, Koehn, Stoltzfus, and Petersen. DeMeulenaere absent. Also present were Ryan Tang, City Attorney, and Groskurth.
DeMeulenaere arrived at 6:36 p.m.
Koehn moved to approve the agenda by removing item #6 Res. 947 legal services. Stoltzfus seconded. Ayes: Stoltzfus, Koehn, Peterson, Bell, and DeMeulenaere. Motion carried.
Petersen moved to approve the Consent Agenda. Koehn seconded. Ayes: Stoltzfus, Koehn, Petersen, Bell and DeMeulenaere. Motion carried. Consent agenda was as follows: approval of
council minutes of March 8, 2022, and March 16, 2022, renewal alcoholic beverage license – The Depot Atkins, LLC, File Engineer report, and the following list of bills.

Koehn moved to approve resolution 945 a resolution authorizing and approving a Loan Agreement, providing for the issuance of $875,000 General Obligation Corporate Purpose Bonds, Series 2022A, and providing for the levy of taxes to pay the same. Ayes: Stoltzfus,
Koehn, Petersen, and DeMeulenaere. Nays: Bell. Motion Carried.
Budget FY 2022 – 2023: A Public Hearing regarding proposed City budget fiscal year 2022-
2023 was opened 6:46 p.m. There being no written or verbal comments public hearing was closed at 6:47 p.m. Groskurth gave Budget Presentation.
DeMeulenaere left meeting at 7:10 p.m.
Stoltzfus moved to approve Resolution 946 a resolution approving the City of Atkins fiscal year
2022-2023 budget. Koehn seconded. Ayes: Stoltzfus, Koehn, and Petersen. Nays: Bell. Absent:
DeMeulenaere. Motion carried.
Mayor Visser reminded council of the upcoming MLA Training. City tree removal continues.
Mayor appreciates the service City Attorney Ryan Tang provided the City and wishes Ryan well
in his new position. County auditor has Certified Special Election – Rick Stoltzfus was elected
to fill the vacancy. Utility Billing Software is being upgraded and will allow citizens to view
billing online. Continued work with FEMA.
Public input for items not on the agenda. Colman Silbernagle is running for State Senate.
Report that radar signs are note working. Request for Planning and Zoning minutes to be placed online.
The next Regular Council Meeting to be held Tuesday, April 12, 2022, at 6:30 p.m. City Hall/Library 480 3rd Avenue, Council Room.
Koehn moved to adjourn. Stoltzfus seconded. Ayes: Koehn, Bell, Stoltzfus, and Petersen.
DeMeulenaere was absent.
