   A. Starting time for council meetings.
   B. Discussion of potential ordinance addition dealing with nuisance abatement & property where criminal activity is a serious & continuing problem.
   C. Discuss letter from the Iowa American Water Company of Davenport, Iowa.
9. Discuss for possible approval resolution #22-09-01 a resolution approving the Iowa Department of Transportation FY22 Street finance report and authorizing the city clerk to sign the report.
10. Discuss for possible approval resolution #22-09-02 a resolution accepting & approving the annual financial report for fiscal year ending June 30, 2022.
11. Discuss for possible approval resolution #22-09-05 a resolution temporarily restricting parking for the school bus stop on 16th Street in Belle Plaine, Iowa.
12. Discuss for possible approval the first reading of Ordinance #22-11, an ordinance amending the Code of Ordinances of the City of Belle Plaine, Iowa by amending provisions pertaining to parking regulations. (Deals with 16th Street parking & the school bus stop.)
13. A. Discuss for possible approval the first reading of ordinance #22-12 an ordinance amending the Code of Ordinances of the City of Belle Plaine, Iowa by amending provisions pertaining to golf carts, utility trail vehicles, and all-terrain vehicles.
    B. Discuss for possible approval to wave the second reading of ordinance #22-12 an ordinance amending the Code of Ordinances of the City of Belle Plaine, Iowa by amending provisions pertaining to golf carts, utility trail vehicles, and all-terrain vehicles.
    C. Discuss for possible approval to wave the third reading of ordinance #22-12 an ordinance amending the Code of Ordinances of the City of Belle Plaine, Iowa by amending provisions pertaining to golf carts, utility trail vehicles, and all-terrain vehicles. (Asking to wave the 2nd & 3rd reading because with state law changes, we have been enforcing these code changes since July 1, 2022.)
14. A. Discuss for possible approval the first reading ordinance #22-10 an ordinance amending the code of ordinances of the City of Belle Plaine, Iowa by amending the provisions to the open burning code.
    B. Discuss for possible approval to wave the second reading of ordinance #22-10 an ordinance amending the code of ordinances of the City of Belle Plaine, Iowa by amending the provisions to the open burning code.
    C. Discuss for possible approval to wave the third reading of ordinance #22-10 an ordinance amending the code of ordinances of the City of Belle Plaine, Iowa by amending the provisions to the open burning code. ( Asking to wave the 2nd & 3rd readings because the code changes only clarify what is already being enforced by the burning code.)
15. Discuss for possible approval the renewal of the Class E Liquor License (LE), Class B Wine Permit, Class C Beer Permit (Carry Out) & Sunday sales for Casey’s General Store #3513 at 606 13th Street, Belle Plaine, Iowa.
16. Discuss for possible approval a one-time utility credit of $71.04 at 1212 15th Street, Belle Plaine, Iowa for a hose malfunction. (Issue has been fixed.)
17. Discuss for approval a tax abatement under the Belle Plaine Revitalization Plan for the property at 1540 15th Street, Belle Plaine, Iowa. Owned by Wiley Plaza LLC of 3525 Center Point Road NE, Cedar Rapids, Iowa.
18. Discuss for approval a tax abatement under the Belle Plaine Revitalization Plan for the property at 503 3rd Street, Belle Plaine, Iowa . Owned by Daniel Friedman at 1171 77th Street, Belle Plaine, Iowa.
19. City Administrator’s Report: Update on current projects.

24. Consideration of a Motion to Enter into Closed session Iowa Code 21.5 (1) (c) To discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where disclosure would be likely to prejudice or disadvantage the position of the government body in that litigation.
