Regular meeting of the Norway City Council was called to order by Mayor Bruce Volz at 5:00 PM. Roll Call – Present: Kelly Luedtke, Robby Miller, & Ron Miller. Absent: Karson Kuester & Kevin Frese
Motion to accept agenda, minutes, bills, and treasurers report made by Robby Miller and seconded by Ron Miller. Motion carried 3-0.
Darrell Miller was present to provide information to council regarding previous council meeting minutes and other documentation of past conversations. Mr. Miller had two concerns, the first being that of the denial to install a new streetlight on Park Drive. As previously stated, the city is unable to afford the cost at this time after receiving an estimate from Alliant Energy. Council wants to keep this issue in mind for FY24 Budget planning.
Mr. Miller also stated his concern for not receiving a building permit to build on his property on Railroad Street, as previously stated there is a zoning issue and by law the city cannot grant a non-commercial building permit at this time as the property is currently zoned commercial.
Councilman Kevin Frese joined the meeting at 5:18pm.
Ashly Nelson from the Library Board was present to ask council to shorten the term for library board members from 6 years to 2-3 years. Council is open to this change and will begin the necessary procedures to shorten the term limit.
No action or discussion took place on 409 Union Street high usage as no one was present for that specific property.
There was discussion about Bickel St apartments request for a building permit. Council was against using the city’s access for the owner’s use as fiber optic lines as well as sewer lines run underneath the area in question.
Motion to deny using city property access made by Ron Miller and seconded by Robby Miller. Motion to deny carried 4-0.
Further discussion about Bickel Street apartments on garbage billing took place. This issue is being investigated further and will be resolved.
Motion to approve a second grant of $2,500 to receive more trees for Norway made by Robby Miller and seconded by Kevin Frese. Motion carried 4-0.
Council is researching options to receive speed limit signs to place on Euclid Ave going South out of Norway.
There was more discussion about the industrial pre-treatment agreement the city is working on with the industrial property on Euclid Ave. A meeting between the mayor, public works director, Snyder & Associates and the property owner is to be scheduled.
Council is waiting for a cost estimate from the Norway Fire Dept. concerning the proposed fire station expansion. Council also discussed the new emergency siren the city now owns and options to have it relocated to a location in Norway from its current location North of highway 30.
Council is waiting for answers from the city attorney regarding the wastewater treatment plan final loan documents.
The mayor presented information to council regarding I.T. cost estimates and discussed ongoing issues with email.
Motion to approve Norway American Legion’s beer permit made by Ron Miller and seconded by Robby Miller. Motion carried 4-0.
City attorney is working with the courts regarding municipal infractions and nuisance properties.
Approved building permits include 301 Apache Dr. for a gravel pad to park a trailer and 114 W Johnson for a new retaining wall.
Council stated they encourage all new buildings under the legal requirements and hope to see new businesses up and running to benefit the city as a whole.
