
CITY OF LUZERNE
COUNCIL PROCEEDINGS- THURSDAY, SEPTEMBER 1, 2022
7:00 P.M.
The regular meeting of the Luzerne City Council was called to order by Mayor John Brandt, followed by the Pledge of Allegiance. Council members Jeani Brandt, Kyla Buttikofer, Kelly Kendall, Lorin Potter, and Barbara Shields were present.
Brandt moved to accept the previous meeting minutes as read, seconded by Potter. Roll call vote – Brandt aye, Buttikofer aye, Kendall aye, Potter aye, and Shields aye. The motion carried.
Kendall moved to pay the following bills, seconded by Shields:
- J & R Sanitation – August pick-up $375.00
- Poweshiek Water 37.00
- USA Communications – phone & internet -15.52
- Alliant Energy – meter $56.14, streetlights $314.62 370.76
- Jan Kendall wages $166.67, minus IPERS $26.21, FICA & SS 143.44
- Jan Kendall – 51copies at $.10 $5.10, $1.50 additional stamp cost $1.50 5.10
- Schulze Mowing – 5X park mowing 350.00
- Heartland CO-OP – 1,400 gallons LP @ $2.07 2,898.00
- Benton County Solid Waste Commission – ¼ yr. landfill use 728.00
- John Brandt -reimbursement for grass seed & garden tractor gas 34.29
Roll call vote – Brandt aye, Buttikofer aye, Kendall aye, Potter aye, and Shields aye. The motion carried.
The mayor opened discussion on nuisances. The mayor reported there is a residence with several piles of junk with weeds surrounding them. Council discussion followed. Potter moved to send a letter to the owners of the residence, giving them fourteen days to abate the nuisances, seconded by Kendall. Roll call vote – Brandt aye, Buttikofer aye, Kendall aye, Potter aye, and Shields aye. The motion carried.
The mayor opened discussion on reordering checks. The clerk reported the city will soon need more checks, and the order will be excess of $100.00, which is over the allowable spending limit for the clerk, or an elected official to spend without council approval. Council discussion followed. Kendall moved to allow the clerk to purchase new checks for the city, seconded by Shields. Roll call vote – Brandt aye, Buttikofer aye, Kendall aye, Potter aye, and Shields aye. The motion carried.
The mayor opened discussion on uses for the newly arrived ARPA funds. The clerk reported the city very recently received new ARPA funds. The item will be put on a future agenda.
The mayor gave the annual firefighter’s report. Council discussion followed. Buttikofer moved to accept the firefighter’s report, seconded by Brandt. Roll call vote – Brandt aye, Buttikofer aye, Kendall aye, Potter aye, and Shields aye. The motion carried.
Under further business, the mayor reported he sowed grass seed in the park in the places which were dug up to fix the tile and he put the spring horses are back in place. The clerk reported the Iowa Municipal Worker’s Compensation Association has simplified its requirements for conditions of coverage for firefighters.
With no further business on the agenda, Kendall moved to adjourn the meeting at 7:30 PM, seconded by Shields. Roll call vote – Brandt aye, Buttikofer aye, Kendall aye, Potter aye, and Shields aye. The motion carried.
