October 12, 2022 Regular Board Meeting

A regular meeting of the Belle Plaine Community School District Board of Education was held on Wednesday, October 12, 2022 at 6:30 p.m. in the gymnasium at Longfellow Elementary, Belle Plaine.

Members Present: Val Coffman, Ben Reineke, Rima Johnson, Stephen Beck

Members Absent: Alicia Jacobi

Administration Present: Chad Straight, Heather Coover, Ryan Devereux

Board Secretary Present: Stacey Kolars

Visitors Present: Interested Patrons

Press Representative: None

The meeting was called to order by President Coffman at 6:30 p.m.

AGENDA

Motion Johnson, second Reineke to approve the agenda. All voted, “aye.” Motion carried.

DELEGATIONS

There were no delegations.

CONSENT AGENDA

The consent agenda items were considered. There was motion by Reineke, second by Johnson to approve the consent agenda items. All voted, “aye.” Motion carried. The consent agenda items that were approved are listed below:

  1. Approval of the minutes of the September 14, 2022 meeting.
  2. Approval of bills, payroll, financial statements.
  3. Personnel/Business Items:

PRINCIPAL REPORTS-Secondary Principal, Ryan Devereux and Elementary Principal, Heather Coover gave their respective reports to the board.

SUPERINTENDENT’S REPORT

Superintendent Straight gave his report to the board

COMMUNICATIONS

Superintendent Straight informed the board of the upcoming legislative meeting at Brooklyn for board members.

OLD BUSINESS

1. Action/Discussion on PPEL/SAVE Projects-Discussion took place regarding the current projects that have been completed to date and project priorities for future dates. Fund balances were reviewed. No action was taken on this item.

BUSINESS ITEMS

1. Approval of the Employment of Personnel-There was motion by Reineke, second by Johnson to approve the employment of Brandon Mantz for secondary math teacher beginning with the 2nd semester, and Ashton Bohlen as head softball coach. All voted, “aye.” Motion carried.

2. Action/Discussion on Namaing IASB Delegate and Convention Attendee-There was motion by Beck, second by Johnson to approve Val Coffman as the Belle Plaine CSD’s IASB Delegate during the upcoming convention. All voted, “aye.” Motion carried.

3. Action/Discussion on Purchase of Weeda Auction Building at 505-6th Avenue, Belle Plaine, IA- The following resolution was read regarding approval of the purchase of the Weeda Auction Building by the Belle Plaine School District:

RESOLUTION AUTHORIZING ACQUISITION OF REAL PROPERTY

There was motion by Beck, second by Reineke to read the following resolution:

WHEREAS, Larry and Denise Weeda have expressed a willingness to sell real estate located at 505 6th Avenue, Belle Plaine, Iowa;

WHEREAS, such Porpoerty is legally described as: Lots One (1), Two (2), Seven (7), and Eight (8), Block Two (2), Guinnville, an Additional to Belle Plaine, IA.

WHEREAS, the acquisition of such property is in the interests of the Belle Plaine Community School District (the “District”).

WHEREAS, the District has reviewed the proposed Purchase Agreement, with a purchase price for all lots of Two Hundred Seventy-Five Dollars ($275,000.00), as more particularly showin in Exhibit A, attached hereto and incorporated herein by this reference, the contents of which are hereby approved;

NOW, THEREFORE, BE IT RESOLVED, by the Districts that is has been deteremined that it is in the best interest of the District and public to acquire of the above-described property and to enter into the Purchase Agreement, and;

BE IT FURTHER RESOLVED, by the District that is has been determined that it is in the best interest of the District and public to acquire of the above-described property and to enter into the Purchase Agreement, and;

BE IT FURTHER RESOLVED, that the Board President is authorized and directed to execute the attached Agreement, and all prior acts in relation to the execution of this agreement are hereby ratified and approved, and;

BE IT FURTHER RESOLVED that the Board President and any other necessary District staff are authorized to execute any and all documentation deemed in their discretion necessary to effectuate the terms and intent of said Agreement and acquisition of the property.

On roll call vote: Johnson, “aye;” Beck, “aye;” Reineke, “aye;” Coffman, “aye.”

PASSED and APPROVED by the School Board of the Belle Plaine Community School District, on this 12th day of October, 2022.

4. Action/Discussion on First Reading of Board Policies 401.14; 408.1; 602.1-602.3; 605.1-605.5; 402.2; 601.2; 802.There was motion by Reineke, second by Johnson to approve the first reading of the above names policies. All voted, “aye.” Motion carried.

5. Action/Discussion on Snow Removal Bids-There was motion by Beck, second by Reineke approve H & L Repair for the snow removal services for the 2022-2023 school year. All voted, “aye.” Motion carried. Bids may be reviewed at the business office located at Longfellow Elementary.

6. Action/Discussion on Early Graduation Requests-There was motion by Reineke, second by Beck to approve the following student for early graduation pending their ability to meet all graduation requirements: Elizabeth Barfield; Grace Bean; Judy Campbell; Nyomi Campbell; Ben Jorgensen; Jacob Kaplan; Cejay Mumby; Brayden Petersen; Jordyn Shull; Sage Varo; Colton Walton. All voted, “aye.” Motion carried.

7. Action/Discussion on Purchase of City Lot-There was motion by Johnson, second by Reineke to table this item until the November meeting. All voted, “aye.” Motion carried.

8. Action/Discussion on Annual Review of Attendance Center and Course Enrollment Data Disaggregated by Race, National Origin, and Disability-The board reviewed the current disaggregated data for the Belle Plaine CSD. After review, there was motion by Reineke, second by Johnson to approve the disaggregated data for the Belle Plaine CSD for the 2022-2023 school year. All voted, “aye.” Motion carried.

9. Action/Discussion on Football Moving to 8 Man for the 2023-2024 School Year-There was motion by Johnson, second by Reineke to table this item until the November board meeting. All voted, “aye.” Motion carried.

10. Action/Discussion on Continuing to Zoom Board Meetings-After discussion, there was motion by Reineke, second by Johnson to discontinue to Zoom the board meetings until further notice and to gauge community feedback regarding the Zoom meetings. All voted, “aye.” Motion carried.

11. Action/Discussion on Requesting Allowable Growth and Supplemental Aid for the Current School Year-

There was motion by Beck, second by Reineke to approve the application for the Belle Plaine Community School District to seek allowable growth and supplemental aid for its negative special education balance in the amount of $291,516.78. All voted, “aye.” Motion carried.

12.Action/Discussion on October Board Workshop-

There was motion by Beck, second Johnsonto approve the October Board Workshop for Thursday, October 27, 2022 from 5:30 – 6:30 p.m. All voted, “aye.” Motion carried.

13. Discussion on Public Innovations and Efficiencies (PIE) Award from State Auditor, Rob Sand to Belle Plaine CSD-

State Auditor, Rob Sand will be presenting a PIE Award-Public Innovations and Efficiencies Award to Belle Plaine CSD at an award ceremony at the high school on Thursday, October 13, 2022 at 11:45 a.m. This award recognized the Belle Plaine CSD cost-cutting measures and ideas to save public funds implemented in 2021.

There was motion by Beck, second by Reineke to adjourn the meeting at 7:40 p.m. All voted, “aye.” Motion carried.
