
CITY OF ATKINS IOWA – City Council Meeting Regular Session
Tuesday, November 22, 2022, at 6:30 p.m.
Council Room, 480 Third Avenue, Atkins, Iowa, 52206
Mayor Visser called the meeting to order at 6:30 p.m. Present: Bell, DeMeulenaere, Koehn, Petersen.
None were absent due to a vacant seat. Others present were Eric Martin-City Attorney, Kelly Groskurth, members of the public in person and on-line.
Mayor Visser announced the passing of Council member Rick Stoltzfus, which occurred on November 12, 2022. A moment of silence was observed in honor of Council member Stoltzfus.
Koehn moved to approve the agenda. Petersen seconded. Ayes: Bell, DeMeulenaere, Koehn, Petersen. Motion carried.

Koehn moved to approve Resolution 999 entering into agreement with Ken-Way to line A Avenue Storm Drain and replace flared ends. Bell seconded. Ayes: Bell, DeMeulenaere, Koehn, Petersen. Motion carried.
Bell moved to approve Resolution 1000 Approving the annual TIF Debt Certification. Koehn seconded. Ayes: Bell, DeMeulenaere, Koehn, Petersen. Motion Carried.
Koehn moved to approve Resolution 1001 acknowledging the Fiscal Year Ending 2022 Street Finance Report. Petersen seconded. Ayes: Bell, DeMeulenaere, Koehn, Petersen. Motion carried.
Koehn moved to approve Resolution 1002 Authorizing the City Administrator/City Clerk to make the Appropriate Transfers of Sums and Record the same in the Appropriate Manner for FYE 2022 for the City of Atkins and to repeal Resolution 992. Bell seconded. Ayes: Bell, DeMeulenaere, Koehn, and Petersen. Motion carried.
Koehn moved to approve Resolution 1003 Acknowledging the Fiscal Year Ending 2022 Annual Financial Report. Petersen seconded. Ayes: Bell, DeMeulenaere, Koehn, and Petersen. Motion carried.
Koehn moved to approve Resolution 1004 Approving the Annual Urban Renewal Report (AURR) FY 2021 -2022 for the City of Atkins, Iowa. Bell seconded. Ayes: Bell, DeMeulenaere, Koehn, Petersen. Motion carried.
Discussion regarding Atkins City Code Section 92.08 regarding Temporary Suspension of Utility Services. Council directed Groskurth to prepare amendment to City Code Section 92.08 regarding Temporary Suspension of Utility Services for further consideration.
Groskurth updated council regarding Waste Management’s verbal response to City’s proposed contract changes. Proposed contract will be considered upon receipt of written contract.
Motion by Petersen to confirm the appointment of Michelle Lockner to the Library Board. Koehn seconded. Ayes: Bell, DeMeulenaere, Koehn, and Petersen. Motion carried.
Petersen moved to fill a vacancy by appointment. Bell seconded. Ayes: Bell, DeMeulenaere, Koehn, and Petersen. Motion carried. Vacancy is due to the passing of Council member Rick Stoltzfus on November 12, 2022. Intent to fill vacancy by Council appointment will be posted and applications accepted. Details available in the postings at City Hall, Post Office, and Website.
Mayor Report: Working on insurance claims. Iowa Homeland Security visit regarding Storm Disaster compensation. Fire Station design continues. Diseased tree work continues. Administrator reported. All annual financial reports completed and will be submitted to state agencies. Utility Billing will be processed next week.
Public Input: Citizen asked where the new holiday decorations at park came from. Groskurth informed the Atkins community Club donated new park decorations. Citizens commented on virtual meeting access.
Council discussed meeting availability.
Next Regular Council Meeting to held Thursday, December 15, 2022, at 6:30 p.m. City Hall/Library 480 3rd Avenue, City Council Room. December 27, 2022 meeting is subject to cancellation as a quorum may not be present – to be determined.
Bell moved to adjourn. DeMeulenaere seconded. Ayes: Bell, DeMeulenaere, Koehn, Petersen. Motion carried.
