Special Meeting
January 12, 2023 – 1:00 PM

Mayor Boddicker brought the regular meeting to order.

Roll Call: Council Present: Campbell, Cross, Wendel, Rinderknecht, Seeck

Approval of the Agenda: Motion by Seeck, 2nd by Wendel, all yes, motion carried.

Council Action

a) FY24 budget expenditures and revenue was discussed
Adjournment: At 2:54 PM, Seeck moved to adjourn, Cross 2nd, all present aye motion carried.

Regular Meeting
January 23, 2023 – 6:00 PM

Mayor Boddicker brought the regular meeting to order.

Roll Call – Council Present: Campbell, Cross, Wendel, Rinderknecht, Seeck

Approval of the Agenda: Motion by Cross, 2nd by Rinderknecht, all yes, motion carried.

Department Reports

Public Works: Two water main breaks happened in the past two weeks; hauled in more salt for streets, should have enough for rest of winter; have oil and supplies ready to service mowers and gator; Prairie Road Builders will be here in February.

Mayor: Boddicker asked about quotes for water plant and generator, Lynch replied that G&H is working on it. Cross commented that an electrical engineer may be necessary that we should check with Jared Voegler.

City Clerk: After the budget workshop was completed, Mayor Boddicker and the City Clerk met and discussed the FY24 budget numbers with a more detail. After reviewing the numbers a few changes were made (electric and gas expenditures went down for Alliant due to solar panels, water, sewer and garbage expenditures continue to increase as the revenue stays the same, a few expenditures were not discussed at workshop and added to the worksheet).

Keri also spoke with Van Horne and ECICOG regarding the residents in town that do not respond to city requests to correct nuisances that continue to be violated-at a cost of $450 a month for them to take over this issue.

Keri shared with the council copies of letters that she feels the city workers should use and start right away early spring. Rinderknecht and Touro will meet on January 30th to start the letter process.

Library – Jeanie Berry was approved by the Library Board for the Library Board, and Carolyn Zillman resigned.

Council: Cross commented about the condo on William Way that has not been completed. Rain and snow melted water, if cap is open, is draining into the sewer. Boddicker will speak with Rinderknecht Construction; Campbell commented that Benton Community Schools will be meeting in Newhall at the pavilion to discuss the March Bond Issue.

Consent Agenda and Bill Consent: Motion by Wendel, 2nd by Rinderknecht to approve the minutes from January 9, 2023, and January 12, 2023, and bills totaling $25,537.76 all present aye, motion carried.

Council Action:

a) Motion by Rinderknecht, 2nd by Seeck, all present yes, motion carried approving 2023 Recreation Board officers and members: i. Skyler Childers – President ii. Michael Munson – Vice President iii. Secretary – Tim Touro iv. Treasurer and Council Rep – Mart Campbell v. Members: Wendy Refstie, Andy Voelker, Beth Becker, Jessica Munson

b) Motion by Campbell, 2nd by Seeck setting Public Hearing for February 13, 2023 at 6:00 PM at City Hall to discuss the FY24 Proposed Property Tax Levy, all present yes, motion carried.

c) Motion by Seeck, 2nd by Cross approving retail alcohol permit for Dollar General, all present yes, motion carried.

d) Additional streets due to height of street compared to ditch and sidewalk will be added to the quote for summer street repair quote. Adjournment: At 7:04 PM, Seeck moved to adjourn, Cross 2nd, all present aye motion carried.
