City Council Minutes Regular Session
Tuesday, March 28, 2023, at 6:30 p.m.

Mayor Visser called the meeting to order at 6:32 p.m. Present were Bell, DeMeulenaere, Koehn, Petersen, and Steffen. Also present were Groskurth, Eric Marten – City Attorney, and various members of the public.

Motion by Koehn to approve the agenda. Petersen seconded. Ayes: Bell, DeMeulenaere, Koehn, Petersen, and Steffen. Motion carried.

Motion by Petersen to approve the Consent Agenda. Seconded by Koehn. Ayes: DeMeulenaere, Koehn, Petersen, and Steffen. Nay: Bell. Motion Carried. Consent agenda was as follows: Approval of the March 14, 2023 Council Minutes, Renewal of The Depot Atkins LLC – Class E Retail Alcohol License, Engineer Report, and the following list of bills:

Community Development Block Grant – Disaster Recovery (CDBG_DR) Grant: Steffen moved to approve Resolution 2023-03-04 A resolution authorizing execution of a contract with East Central Iowa Council of Governments (ECICOG) for community development Block Grant Disaster Recovery (CDBG_DR) Grant Administration and Project Delivery Services, contingent upon attorney’s review. Koehn seconded. Ayes: Bell, DeMeulenaere, Koehn, Petersen, and Steffen. Motion carried.

Koehn moved to approve Resolution 2023-03-05 A resolution adopting a policy on the use of excessive force for the CDBG_DR Grant Program. DeMeulenaere seconded. Ayes: Bell, DeMeulenaere, Koehn, Petersen, and Steffen. Motion carried.

Koehn moved to approve Resolution 2023-03-06 A resolution adopting required policies for CDBG-DR Funding. Bell seconded. Ayes: Bell, DeMeulenaere, Koehn, Petersen, and Steffen. Motion Carried. Policies adopted are: Residential Anti-displacement / Equal Opportunity / Affirmative housing / Fair Housing and Outreach Plan / Procurement policy/ Code of Contact.

Koehn moved to approve Resolution 2023-03-07 A resolution setting a public hearing date and authorizing notice of publication for FYE 2024 Budget. Petersen seconded.

Ayes: Bell, DeMeulenaere, Koehn, Petersen, and Steffen. Motion carried.

Mayor’s report: Engineer has started work on the City Parks and Open Spaces Comprehensive Plan. Water plant improvements continue. Fire Station design continues. Derecho tree project has been finalized with FEMA.
Administrator’s report: Badger Meter reading system upgrade nearing completion. Reviewing federal grant requirements and agreements.

Public input: Citizen made a statement regarding the budget.

The Next Regular Council Meeting to be held Tuesday, April 11, 2023, at 6:30 p.m. City Hall/Library 480 3rd Avenue, Council Room.

Koehn moved to Adjourn. Petersen seconded. Ayes: Bell, DeMeulenaere, Koehn, Petersen, and Steffen. Motion Carried. Adjournment time was 7:21 p.m.
