Council Meeting Minutes
Regular meeting of the Norway City Council was called to order by Mayor Jim Nelson at 5:30 PM.
Roll Call – Present: Darrell Schulte, Mike Schulte, Christopher Van Horn, & Robby Miller. Absent:
Shawn Rudie
Motion by D. Schulte to approve the agenda, previous meeting minutes, bills, and Treasurer’s Report as
presented. Seconded by M. Schulte. Motion carried, 4-0.
Nick Eisenbacher, Norway City Engineer with Snyder & Associates, was present to provide the Council with an update regarding the Water Pressure Booster System Project. Project plans and specifications
were submitted to the Iowa Department of Natural Resources (DNR) last year, and the DNR has recently provided comments regarding the proposed plans. The project scope currently includes one
600-gallon-per-minute pump with space allocated for a future 1,000-gallon-per-minute pump.
Community Development Block Grant (CDBG) funds will not cover the larger pump, and the City is
expected to fund that portion separately. Additional discussion included future maintenance
responsibilities once the pressure pumps are operational, along with projected project timelines, which
remain subject to change.
Public Comments included questions regarding the Water Pressure Booster System Project and
inquiries related to the recent sewer backup affecting residential homes. Additional comments addressed
the proposed natural gas power plant to be located south of Highway 30 near the Linn-Benton County
line. The homeowner at 202 E. Johnson Street also inquired about the approach to the second driveway.
Further updates are expected at future meetings.
Motion by R. Miller to authorize Mayor Jim Nelson to draft a letter of opposition to the Iowa Utilities
Commission on behalf of the City of Norway opposing the proposed natural gas power plant to be
located south of Highway 30 near the Linn-Benton County line. Seconded by C. Van Horn. Motion
carried, 4-0.
Ordinance No. 354 – Civil Penalties, Amending Chapter 3.03, was tabled until the next Council
meeting.
Motion by D. Schulte to approve the first reading of Ordinance No. 356, increasing water rates by 30%
and increasing the Water Debt Reduction Fee from $10.00 to $37.00, effective July 1, 2026. Seconded
by M. Schulte. Motion carried, 4-0. The first reading of Ordinance No. 356 passed 4-0.
Dangerous buildings and property nuisance violations were discussed. The property owner at 215 E.
Railroad Street was sent an additional letter outlining property update requirements. The property owner
at 208 Main Street was issued a municipal infraction court order drafted by the City Attorney. The
property owner at 118 Euclid Avenue was sent a nuisance violation notice drafted by the City Attorney.
Nuisance violations at 313 Line Street were discussed.
Motion by C. Van Horn to approve the policy allowing reimbursement for safety toe shoes for City
employees, permitting one purchase per year up to $175.00. Seconded by M. Schulte. Motion carried, 4-
0.
Motion by M. Schulte to approve publication of the request for bids for the City-owned vacant lot
located at the corner of Sweetbriar Drive and Apache Drive. The notice shall state that interested buyers
may request a full copy of the covenants required to be followed for any future home construction on the
property. The minimum bid shall be set at $20,000.00, and a Public Hearing will be held on August 10,
2026, at which time a buyer will be selected through a closed bid process. Seconded by R. Miller.
Motion carried, 4-0.
Prairie Road Builders’ bid proposal for road work was discussed. No action was taken, and discussion
was tabled until the next meeting.
The City of Norway is seeking a volunteer to serve as Small Project Building Inspector.
Council Member C. Van Horn provided an update regarding Union Pacific Railroad mowing and weed
control. Union Pacific encourages Council Members and residents to submit letters expressing the
benefits of maintaining grass and weed control along the railroad property in Norway.
Motion by M. Schulte to reschedule the May 25, 2026, Council meeting to May 26, 2026, due to
Memorial Day. Seconded by D. Schulte. Motion carried, 4-0.
Motion by C. Van Horn, seconded by D. Schulte, to adjourn the meeting at 7:17 p.m. Motion carried, 4-
0.
