Regular Meeting and Public Hearing
Newhall City Council
Monday, May 18th, 2026, at 6:00 PM at City Hall
Motion by Rinderknecht, 2nd by Messner opening the Public Hearing at 6:00 PM to discuss the
plans regarding 604 3rd St E in Newhall, all present yes, motion carried. The bidding process and
requirements were discussed. Motion by Messner, 2nd by Seeck closing the Public Hearing, all yes,
motion carried.
Mayor Boddicker opened the regular meeting at 6:06 PM.
Roll Call: Council Present: Cross, Messner, Rinderknecht, Seeck
Approval of the Agenda: Motion by Cross, 2nd by Messner approving the agenda, all yes, motion
carried.
Public Forum: Jennifer Kellison spoke on the Morgan Valley Power Plant, requesting Newhall to file
as an intervener. Joanne Thomson spoke on the 15 minute parking spots in front of the Post Office
and mentioned that those with mobility issues may need longer than 15 minute to navigate to and
from the door. Council discussed where the handicap accessible spots are located.
Consent Agenda and Bill Consent: Motion by Rinderknecht, 2nd by Messner to approve the
minutes of April 27, 2026, and bills totaling $195,680.47, all present yes, motion carried.

Council Action:
a. Motion by Seeck, 2nd by Rinderknecht approving the REQUEST FOR PROPOSALS
FOR PURCHASE OF CITY-OWNED PROPERTY document. Sealed bids will be
accepted at City Hall until June 22, 2026, at 5 PM. Bid requirements will be
available at City Hall and will also be posted on the city website, all present yes,
motion carried.
b. Motion by Messner, 2nd by Rinderknecht to approve quote for AutoRead software
update for $4,176.89, all present yes, motion carried.
c. Motion by Cross, 2nd by Messner to approve Rob Hurst and associates to inform
residents of Newhall of the Morgan Valley Power Plant by handing out flyers and
speaking at the public parks, all present yes, motion carried.
d. Motion by Messner, 2nd by Seeck to approve Ted M Wiegand, CPA to conduct
annual exam for FY26 at no more than $9,200, all present yes, motion carried.
e. Motion by Seeck, 2nd by Messner to keep investments with Atkins Savings Bank
and get more info on how Money Market accounts are managed for city savings
account with balance of $136,427.35, all present yes, motion carried.
f. Motion by Seeck, 2nd by Messner to charge $25 to use water hookup during
pavilion rentals at Main Park when requested, all present yes, motion carried.
g. Motion by Messner, 2nd by Seeck to approve the amendment of “Overtime Time –
Regular” in Employee Handbook to state overtime will be compensated at a rate
of 1 ½ times the regular hourly pay for each hour worked over 8 hours per day for
Public Works employees. All other employees are paid overtime after 40 hours a
week, all present yes, motion carried.
h. Motion by Seeck, 2nd by Messner to set Public Hearing for July 27th, 2026, at 6 PM
at Newhall City Hall to discuss the possibility of the council meeting for regular
meetings only once a month instead of two, all present yes, motion carried.
i. Motion by Rinderknecht, 2nd by Cross to approve purchase of rock, all present
yes, motion carried.
j. Motion by Seeck, 2nd by Messner to set Public Hearing for Monday, June 22nd,
2026, at 6 PM at Newhall City Hall to approve FY26 budget amendment, all
present yes, motion carried.
k. Motion by Cross, 2nd by Messner to set Public Hearing for Monday, July 13th,
2026, at 6 PM at Newhall City Hall to approve the proposed Code of Ordinances
of the City of Newhall adoption of revisions, all present yes, motion carried.
Public Works: Mowing, flushing the hydrants, replaced exhaust for the furnace at Fire Station.
Mayor/Zoning: Approved house addition, inspected property line.
Council: Grass length ordinance reinforcement, City Clerk will begin issuing notices.
Fire/First Responders: Air packs will be delivered in August.
Library: Summer Reading Program info released and will be posted on city and library websites.
Adjournment: At 7:23 PM, Messner moved to adjourn, Seeck 2nd, all present yes, motion
carried.
