Council Meeting Minutes
Special meeting of the Norway City Council was called to order by Mayor Jim Nelson at 5:30 PM.
Roll Call:
Present: Darrell Schulte, Mike Schulte, Christopher Van Horn, and Robby Miller
Absent: Shawn Rudie
Motion by D. Schulte to approve the agenda as presented. Seconded by M. Schulte. Motion carried, 4-0.
The Council revisited the road improvement bid proposal submitted by Prairie Road Builders. Motion
by C. Van Horn to approve an amendment to the FY2026 budget in the amount of $15,207.00 to cover
the cost of road repairs and necessary gravel on E. Johnson Street from Main Street to Maple Street, as
outlined in the Prairie Road Builders bid proposal. Seconded by M. Schulte. Motion carried, 4-0.
Additional road repair projects identified in the Prairie Road Builders’ bid proposal will be considered
and discussed at future Council meetings.
Motion by D. Schulte to set a public hearing for Monday, June 22, 2026, for the purpose of amending
the FY2026 budget. Seconded by R. Miller. Motion carried, 4-0.
Motion by C. Van Horn to authorize the drafting of a special circumstances variance for the property
located at 202 E. Johnson Street. The variance would allow curb grinding to facilitate access to a second
driveway, with a maximum driveway width of 14 feet. The request was made due to a documented
medical condition, and all associated costs will be borne by the property owner, with no expense to the
City. Seconded by D. Schulte. Motion carried, 4-0.
Motion by C. Van Horn, seconded by M. Schulte, to adjourn the meeting at 6:56 p.m. Motion carried, 4-
0.
