Council Meeting Minutes
Regular meeting of the Norway City Council was called to order by Mayor Jim Nelson at 5:30 PM.
Roll Call:
Present: Darrell Schulte, Mike Schulte, Christopher Van Horn, Shawn Rudie, and Robby Miller.
Absent: None.
Motion by Rudie, seconded by C. Van Horn, to open the public hearing on the Fiscal Year 2026 budget
amendment at 5:30 PM. Motion carried 5–0.
No oral or written comments were received. Motion by M. Schulte, seconded by S. Rudie, to close the public hearing at 5:34 PM. Motion carried 5–0.
Motion by C. Van Horn to approve Resolution No. 26-04, approving the Fiscal Year 2026 budget amendment. Seconded by D. Schulte. Motion carried 5–0.

Aye, Nays – None.
Motion by C. Van Horn to approve the consent agenda, previous meeting minutes, bills, and Ion’s water and sewer report as present. Seconded by S. Rudie. Motion carried 5-0.
Library Director Susie Hahn provided an update on summer reading program attendance and activities.
She also inquired about remaining library funds at the end of the fiscal year and allowable uses for those funds. No official action was taken.
Motion by C. Van Horn, seconded by M. Schulte, to approve the updated bid proposal from Prairie
Road Builders for Fiscal Year 2027 road work projects in an amount not to exceed $19,574.00,
including a 10% contingency. Motion carried 5–0.
A variance for 202 E. Johnson Street was discussed. No official action taken.
A letter of opposition on behalf of the City of Norway for the proposed natural gas power plant to be
located near Linn-Benton Road was discussed. The letter is awaiting finalization before it is sent.
The construction permit from the Iowa Department of Natural Resources (IDNR) was received for the
Water Pressure Booster System Project.
Dangerous Buildings/Property Nuisance Violations were discussed.
The Fire Department’s Junior Firefighter Program was discussed.
Potential drain tile and/or ditch restoration for 302 Main Street was discussed.
Driveway entrance washouts on Apache Drive were discussed.
The city lot located on Sweetbriar Drive/Apache Drive, currently listed for sale, was discussed. Bids for
this lot were closed on June 19th, 2026. No bids were received, and the Council will consider next steps.
Motion by S. Rudie, seconded by C. Van Horn, to adjourn the meeting at 6:53p.m. Motion carried, 5-0.
