Belle Plaine, Iowa

The Belle Plaine City Council met on September 2, 2026, at 6:30 p.m. in the Council Chambers at Belle Plaine City Hall with Mayor Garrett Landuyt presiding. Present were Councilpersons Mitch Malcolm, Judy Schlesselman, Jacki McDermott, Charmaine Wickwire, and Tim Werth. Also present were City Clerk Sandra Walton, Assistant City Clerk Janet Brandt, and Public Works Supervisor Jay Hamilton. The Pledge of Allegiance was recited.

Motion by Werth, seconded by Wickwire to approve the Consent Agenda, Council Minutes of August 19th, and bills received. On roll call vote, all voted aye, motion carried 5-0.

Public Audience: None.

Motion by Malcolm, seconded by McDermott to approve closure of 12^th Street from 7^th to 9^th Avenue from roughly 6am to 5:30pm for the Cider Stroll on Saturday, September 19^th. On roll call vote, all voted aye, motion carried 5-0.

Motion by Wickwire, seconded by Werth to approve closure of 12^th Street from 7^th to 9^th Avenue from 1-5pm for Trunk or Treat on Sunday, October 25^th. On roll call vote, all voted aye, motion carried 5-0.

Tracy Alden was in attendance to ask for an extension on a nuisance notice received at 107 11^th Street, Belle Plaine, Iowa. Motion by Wickwire, seconded by Werth to approve a two-week extension to clean up the property and Alden report back to council at next council meeting. On roll call vote, all voted aye, motion carried 5-0.

Kerry Dixon and Shawn Lueth with Fehr Graham were present to discuss the Preliminary Engineering Report for the USDA/Earmark funding. USDA did not approve funding a new standpipe, but instead approved rehabilitation of the existing standpipe. Discussion was made regarding budget for the project. Motion by McDermott, seconded by Malcom to approve rehabilitation of the existing standpipe, while including funding for meter replacement. On roll call vote, all voted aye, motion carried 5-0.

Motion by Malcolm, seconded by Schlesselman to approve renewal of a Class E Retail Alcohol License with Sunday Sales for Casey’s General Store #3513 at 606 13^th St., Belle Plaine, Iowa. On roll call vote, all voted aye, motion carried 5-0.

Motion by Wickwire, seconded by Werth to approve a 5-day Special Class “C” Retail Alcohol License (BW) with outdoor service (in conjunction with the Cider Stroll) for Lucky Wife Wine Slushies at 802 12^th Street, Belle Plaine, Iowa. On roll call vote, all voted aye, motion carried 5-0.

Motion by Wickwire, seconded by McDermott to approve a Business Incentive Grant (Commercial Interior Grant) in the amount of $2366.75 for Nettiannes at 802 12^th Street, Belle Plaine, Iowa. On roll call vote, all voted aye, motion carried 5-0.

The City Clerk provided a written update on various projects and provided council members with a flyer for the Belle Plaine Ambulance Fly In Pancake Breakfast being held October 4^th.

Public Works Supervisor reported Alliant should be completing the gas line work in the next couple of weeks. He updated the council on USA Communications plans to update fiber in town. He also reported the purchase of a new mower.

Mayor Landuyt discussed that any council member or city employee may be present for the photo opportunity for the game ball run on Friday, September 11^th around 10:55.

Committee of the Whole: Wording of Ordinance 55.09 was reviewed and deemed sufficient; no changes were made. Looking into future discussion of making sure to include dogs attacking other dogs/pets in the Animal Protection and Control ordinance.

Old Business: Councilperson Werth reported a good turnout for the Safety Fair on August 29^th despite the weather. He plans to speak at the high school during an assembly regarding students being role models for the younger students. Jay Hamilton reported that the new fire truck should be ready around September 13^th.

Motion by Werth, seconded by Malcolm to adjourn the meeting. All voted aye, motion carried 5-0. The meeting was adjourned at 7:23 p.m.
