ORDINANCE NO. 122 AN ORDINANCE AMENDING CHAPTER 24 OF THE CODE OF ORDINANCES OF THE CITY OF KEYSTONE, IOWA, 2025.

Be It Enacted by the City Council of the City of Keystone, Iowa:

SECTION 1. SECTION MODIFIED. Section 24.02 of the Code of Ordinances of the City of Keystone, Iowa, 2025, is repealed and the following adopted in lieu thereof: 24.02 BOARD ORGANIZATION. The First Responders Boards shall consist of three members, all citizens of the District appointed by Board, subject to approval by the Mayor and Council, for over- lapping five-year terms. The First Responders Board shall choose its Chairperson and Vice Chairperson. Members shall serve without compensation but may receive their ac- tual expenses. Vacancies shall be filled in the same manner as original appointments. 24.04 REPORTS. The First Responders Board shall make written reports to the Council of its activities from time to time as it deems advisable upon Council request. The revenues and expenditures of the First Responders Board shall be reported to the Council as requested by the Council but not less frequently than on a on a monthly basis.

SECTION 2. SEVERABILITY CLAUSE. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitu- tional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional.

SECTION 3. WHEN EFFECTIVE. This ordinance shall be in effect from and after its final passage, approval and publication as provided by law. Passed by the Council on the 3rd day of September, 2026, and approved this 3rd day of September, 2026.

The regular meeting of the Keystone City Council was held Thursday, September 3, 2026, at 6:00pm. Roll Call members present: Andresen, Bruns, Janss, Monson and Stoner. Absent: None

Also Present: Jamey Clemann, City Superintendent, Ben and Melissa Lennie, Jodi Seeck, Keystone Residents and Derek Ealy, Jack Hanson, Kaleb Thomas, and Michael Root, Members of the Keystone Fire Department.

Mayor Kevin Rohrer called the meeting to order.
Correction made on August 2026 minutes. Mayor Kevin Rohrer announced the appointment of Council Member Jeff Bruns to serve as Mayor Pro Tem. Motion made by Monson, second by Stoner, to approve the August 2026 minutes. Motion carried. All voted aye.

Motion made by Andresen, second by Janss, to approve the July 2026 treasurer report. Motion carried. All voted aye.

Motion made by Andresen, second by Bruns, to approve the August 2026 treasurer report. Motion carried. All voted aye.

Motion made by Monson, second by Bruns, to approved Resolution 09-01-26 Sale of Real Estate
to Ben and Melissa Lennie, subdivision of Outlot A West Franzenburg Addition. Motion carried. All voted aye.

Motion made by Andresen, second by Bruns to approve building permit for Brad Maus to erect a 20×10 detached storage shed on his property at 102 7th Avenue. Motion carried. All voted aye.

Motion made by Andresen, second by Stoner, to approve liquor license renewal for Snak Atak #53. Motion carried. All voted aye.

Motion made by Janss, second by Bruns, to approve the first reading of Ordinance 122 Amending
Chapter 24 of the First Responder Board. Motion carried. All voted aye.

Motion made by Andresen, second by Janss, to waive the second and final reading of Ordinance
122 Amending Chapter 24 of the First Responder Board. Motion carried. All voted aye.

Motion made by Andresen, second by Janss, to approve Resolution 09-02-26 appointing Jodi Seeck to First Responder Board. Motion carried. All voted aye.
Motion made by Monson, second by Andresen to approve the bills as presented. Motion carried. All voted aye.
