The Belle Plaine City Council met on October 7, 2026, at 6:30 p.m. in the Council Chambers at Belle Plaine City Hall with Mayor Garrett Landuyt presiding. Present were Councilpersons Judy Schlesselman, Jacki McDermott, Tim Werth, and Charmaine Wickwire. Councilperson Mitch Malcolm was absent; Also present were City Clerk Sandra Walton, Assistant City Clerk Janet Brandt, and Police Chief Kris Hudson. The Pledge of Allegiance was recited.

Motion by Werth, seconded by Schlesselman to approve the Consent Agenda, Council Minutes of September 16th City Council Meeting with spelling corrections, receiving & filing of the minutes of the August 26th meeting of the Belle Plaine Community Library Board of Trustees, and bills received. On roll call vote, all voted aye, motion carried 4-0.

Public Audience: Mary Preston was in attendance to provide an update for the status of several grant applications for Preston’s Station.

Lea Vileta was also in attendance to express concerns about being confronted for burning yard waste at her property on 1st Avenue. It was determined she was obeying city ordinance and was advised to continue to do so in the future.

Tracy Alden was in attendance to provide an update on progress made on property cleanup. Motion by McDermott, seconded by Wickwire to grant an additional two-week extension for cleanup. On roll call vote, all voted aye, motion carried 4-0.

Mayor Landuyt swore in Officer Nathen Trachta as a full-time police officer.

Motion by Werth, seconded by Wickwire to approve proposal in the amount of $1,179.55 by W R Walton LLC to replace lights in the police garage. On roll call vote, all voted aye, motion carried 4-0.

Motion by Schlesselman, seconded by Werth to approve Resolution #26-10-01; A Resolution approving the Iowa Department of Transportation FY26 Street Finance Report. On roll call vote, all voted aye, motion carried 4-0.

Motion by Werth, seconded by Schlesselman to approve Resolution #26-10-02; A Resolution to set a public hearing to vacate a portion of the north-south alley lying south of 19th Street between 11th Avenue and 12th Avenue. On roll call vote, all voted aye, motion carried 4-0.

Motion by Wickwire, seconded by Schlesselman for passage of the first reading of Ordinance #26-6 with minor changes; an ordinance amending the code of ordinances of the City of Belle Plaine, Iowa by amending provisions pertaining to animals at large. On roll call vote, all voted aye, motion carried 4-0.

Motion by Wickwire, seconded by McDermott to approve acceptance of FY27 DOT Grant awarded for the AvGas Fuel System Equipment Upgrade and authorizing mayor and city clerk to sign same. On roll call vote, all voted aye, motion carried 4-0.

Motion by Wickwire, seconded by McDermott to approve the date and time for our annual Trick or Treat hours in the City of Belle Plaine, Iowa. The hours will be Saturday, October 31st from 5pm-8pm. On roll call vote, all voted aye, motion carried 4-0.

Motion by McDermott, seconded by Werth to approve renewal of a Class E Retail Alcohol License with Sunday Sales for Grieder Beverage Depot, 708 13th Street, Belle Plaine, Iowa. On roll call vote, all voted aye, motion carried 4-0.

The city clerk provided a written report with some recent updates.

Committee of the Whole: None.

Old Business: Charmaine gave an update on the remaining items from the time capsule. Sandy shared information and ideas regarding the new time capsule on behalf of Mitch.

Mayor Landuyt handed out an aerial photo of Drahn Park for Council’s review. A public hearing date will be set regarding the possible property exchange at the next meeting.

Motion by Werth, seconded by Wickwire to adjourn the meeting. All voted aye, motion carried 4-0. The meeting was adjourned at 8:18 p.m.
