Minutes of Atkins City Council Meeting
August 19th, 2019 Atkins, Iowa

Council met in regular session. Members present by roll call were: Mayor Bruce Visser, Robert Spading, Heather Rinderknecht, Tim Harbach, Rodney Haerther and Joey Svejda. Absent: None.
Mayor Bruce Visser called the meeting to order at 7:35 pm. Also, present: Amber Bell City Clerk. Todd Damon Atkins Public Works, Nick Eisenbacher from Snyder & Associates and Wes Howard from Cedar Ridge Homes, Dave Vanous from Stonebrook Homes, Dick Lang from AIM, Frank King, Scott Keiper, Jason West and Mike Palumbo.
Harbach made a motion to approve the consent agenda including:

The Council discussed street construction Specifications in the Atkins Supplemental Specifications to SUDAS. The new regulations were passed which increased the standards for building roads. These new specifications are more costly and may not be needed in every area. The topic was discussed and agreed a Geogrid study should be done to the new area that will be developed. Once this study is complete the report will be resubmitted to the council and the discussion will be continued.
Harbach made a motion to have Cedar Ridge Homes and Stonebrook Homes work with the city engineers to develop an alternative plan to SUDAS. Rinderknecht seconded the motion. Ayes: Svejda, Rinderknecht, Spading, Haerther and Harbach. Nay: None. Absent: None. Motion carried.
The Council discussed creating a subcommittee to create recommendations to the City Council to go into a City Park Master Plan. Spading made a motion to adopt Resolution # 735 A JOINT PROJECT – CITY OF ATKINS AND ATKINS IMPROVEMENT MISSION (AIM) TO INSTALL PLAYGROUND EQUIPMENT AT THE ATKINS SOCCER PARK AND PROVIDE MATCHING FUNDS TO THE PROJECT. The motion was seconded by Svejda. Ayes: Svejda, Rinderknecht, Spading, Haerther and Harbach. Nay: None. Absent: None. Motion carried.
Rinderknecht made a motion to adopt Resolution #736 TENTATIVE APPROVAL OF STONE RIDGE ADDITION PRELIMINARY PLAT TO THE CITY OF ATKINS. Spading seconded the motion. Ayes: Svejda, Rinderknecht, Spading, Haerther and Harbach. Nay: None. Absent: None. Motion carried. The Council reviewed the city finances, and reviewed year end reports.
Spading made a motion to table adopting Resolution #737 APPROVING CITY FUND TRANSFERS OF REMAINING BALANCES FOR FISCAL YEAR 2019. The motion to table was seconded by Harbach. Ayes: Svejda, Rinderknecht, Spading, Haerther and Harbach. Nay: None. Absent: None. Motion carried.
Spading made a motion to adopt Resolution #738 APPROVING CITY FUND TRANSFERS TO COMPLY WITH THE FISCAL YEAR 2020 CITY BUDGET. Rinderknecht seconded the motion. Ayes: Svejda, Rinderknecht, Spading, Haerther and Harbach. Nay: None. Absent: None. Motion carried.
Svejda made a motion to approve the purchase and installation of Automated External Defibrillator (AED) at the Library/City Hall. Haerther seconded the motion. Ayes: Svejda, Rinderknecht, Spading, Haerther and Harbach. Nay: None. Absent: None. Motion carried.
The Council discussed update from Atkins Public Works. The Work on the Well has been completed and it went smoothly. A boil order was not needed, and that water is functioning normally. The date for the Atkins City Wide Fall Garage Sales is September 28th, 2019.
Svejda made a motion to set the next Regular Council Meeting date for Tuesday, September 3rd, 2019 at 7:30PM at Atkins City Hall. The motion was seconded by Harbach. Ayes: Svejda, Rinderknecht, Spading and Harbach. Nay: None. Absent: Haerther. Motion carried.
