Minutes of Atkins City Council Meeting

February 4th, 2020 Atkins, Iowa

Council met in Regular session. Members present by roll call were Robert Spading, Heather Rinderknecht, Lana Robison and Joey Svejda. Absent: Mayor Bruce Visser and Nathan Shepard. Mayor pro-tem Heather Rinderknecht called the meeting to order at 7:30 pm. Also, present: Amber Bell City Clerk, Dan Rammelsberg from Atkins Fire Department, Jim Keiper from Rural Fire Board, Steven Chihak and Mike Deklotz from the Rural Fire District.

Robison made a motion to approve the consent agenda for February 4th, 2020 Including:
City Council Minutes of Regular Meeting January 20th, 2020.

Receive and file Iowa DNR, Water Supply Construction Permit 2020-0014W relating to the
Stone Ridge Development. Summary – 2,030 Feet 8-inch water main extension.

Receive and file Mayor report indicating the water monitoring violation notice is completed.

The Council reviewed and discussed the Atkins Fire Department Annual Budget, by Dan
Rammelsberg. Robison made a motion to create an agreement between the City of Atkins and Linn-Benton Fire District to supply fire protection to Rural Fire District area. The motion was seconded by Svejda. Ayes: Svejda, Rinderknecht, Spading and Robison. Nay: None. Absent: Shepard. Motion carried.

Spading made a Motion to Adopt Resolution 769 Approving fund transfers for the fiscal year
2019-2020, general fund to the fire department account for the City of Atkins Iowa. Robison
seconded the motion. Ayes: Svejda, Rinderknecht, Spading and Robison. Nay: None. Absent:
Shepard. Motion carried.

Svejda made a Motion to Adopt Resolution 772 Adopting City of Atkins supplemental
specifications to the statewide urban design and specifications. Robison seconded the motion. Ayes: Svejda, Rinderknecht, Spading and Robison. Nay: None. Absent: Shepard. Motion carried.

Svejda made a Motion to Adopt Resolution 773 Approving Funds for Benton County ISU
Extension and Outreach Summer Science Discovery Camps 2020. Spading seconded the
motion. Ayes: Svejda, Rinderknecht, Spading and Robison. Nay: None. Absent: Shepard.
Motion carried.

The City Council Discussed the FY21 city budget and the proposed property tax levy. The
Council also discussed Public Works updates and creating a possible City Administrator
position. Spading made a motion to set the date and time of the Public Hearing to consider a resolution establishing maximum property tax levy of The City of Atkins Budget FY21, Pursuant to Code of Iowa Section 384.15A. The Public Hearing will be February 17th, 2020 at 7:30pm at Atkins City Hall. Robison seconded the motion. Ayes: Svejda, Rinderknecht, Spading and Robison. Nay: None. Absent: Shepard. Motion carried. Spading made a motion to set the date and time for a Special City Council Meeting Work Session to discuss City of Atkins Budget FY21 for Thursday, February 13th, 2020 at 7:00pm to be held at Atkins City Hall, 480 Third Ave, Atkins Iowa. Svejda seconded the motion. Ayes: Svejda, Rinderknecht, Spading and Robison. Nay: None. Absent: Shepard. Motion carried.

The next Regular Council Meeting date for Monday, February 17th, 2020 at 7:00PM at Atkins
City Hall.

February 17th, 2020 Atkins, Iowa

Council met in Regular session. Members present by roll call were Robert Spading, Lana
Robison, Nathan Shepard and Joey Svejda. Heather was out of town on business and joined on speaker phone. Absent: None.

Mayor Bruce Visser called the meeting to order at 7:00 pm. Also, present: Amber Bell City Clerk, Dan Rammelsberg from Atkins Fire Department, Todd Damon from Atkins Public Works, Nick Eisenbacher from Snyder & Associates, Wes Howard from Cedar Ridge Developing, Shawn Steffen, Brad Bergeson, Michelle Pugh, Aaron Pugh, Mike Palumbo, Beverly Hayden and Kyle & Mandi Leaven.

The Council had a discussion with Dan Rammelsberg about an agreement between the City of Atkins and the Linn-Benton Fire District. They discussed a meeting to get a quote for a Fire
Apparatus-Pumper Truck purchase.

The council also was updated by Mayor Visser on an upcoming meeting to learn more about a City Administrator position. The Council will meet on March 10th at 6:00pm for a work session to discuss the City Administrator position.

Robison made a motion to proceed with having the City Attorney review and Economic
Development proposal. The motion also allows to the city to gather more information on TIF
funding. Spading seconded the motion. Ayes: Svejda, Rinderknecht (via Speakerphone),
Spading, Shepard and Robison. Nay: None. Absent: None. Motion carried.

Robison made a motion to open a Public Hearing concerning the Proposed the Proposed
Property Tax Levy, Fiscal Year July 1, 2020 – June 2021 (FY21) for The City of Atkins.
Spading Seconded the Motion. Ayes: Svejda, Rinderknecht (via Speakerphone), Spading,
Shepard and Robison. Nay: None. Absent: None. Motion carried.

No written comments were received by the City of Atkins. Oral comments were accepted by
the City Council. Spading made a motion to close the Public Hearing. Svejda seconded the
motion. Ayes: Svejda, Rinderknecht (via Speakerphone), Spading, Shepard and Robison. Nay:
None. Absent: None. Motion carried.

Spading made a motion to adopt Resolution 771 Approval of Maximum Property Tax Levy,
Fiscal Year July 1st, 2020 – June 30th, 2021 (FY21) For the City of Atkins, Iowa. Svejda
seconded the motion. Ayes: Svejda, Rinderknecht (via Speakerphone), Spading, Shepard and
Robison. Nay: None. Absent: None. Motion carried.

The Council had a discussion on the future of the Public Warning Siren Program. The Diane
Arnold Energy Center will be closing and will not longer run the Public Warning Siren
Program. The Council discussed information about plans Benton County is making about the
program. Shepard made a motion to table any action on the Public Warning Siren Program
until we have more information. The motion to table was seconded by Robison. Ayes: Svejda,
Rinderknecht (via Speakerphone), Spading, Shepard and Robison. Nay: None. Absent: None.
Motion carried.

The Council discussed the City of Atkins Budget FY21. Shepard made a motion to approve
the Proposed City Budget, Fiscal Year July 1, 2020 – June 30, 2021 (FY21). This motion
included Decreasing the Atkins Public Library budget by $6,200.00 and Increasing the Atkins
Fire Department Budget by $6,200.00. Robison seconded the motion. Ayes: Rinderknecht (via
Speakerphone), Spading, Shepard and Robison. Nay: Svejda. Absent: None. Motion carried.

Shepard made a motion to set the Public Hearing to consider a resolution to adopt the City
Budget, Fiscal Year July 1, 2020 – June 30, 2021 (FY21) for the City of Atkins, Iowa. The
date will be Monday, March 2nd, 2020 at 7:30 pm at Atkins City Hall at 480 Third Avenue,
Atkins, Iowa. Spading seconded the motion. Ayes: Svejda, Rinderknecht (via Speakerphone),
Spading, Shepard and Robison. Nay: None. Absent: None. Motion carried.

The Council discussed updated for Well #2 with Atkins Public Works. The Council opened the
meeting for public comments.

The next Regular Council Meeting date for Monday, March 2nd, 2020 at 7:00PM at Atkins
City Hall, 480 3rd Ave, Atkins.

Spading made a motion to adjourn the meeting. Robison seconded to the motion. Ayes:
