COUNCIL: Blairstown had May meetings

BLAIRSTOWN COUNCIL PROCEEDINGS –May 11, 2020

The regular meeting of the Blairstown City Council was held Monday, May 11, 2020 at 7:00 p.m. Members present were Benesh, Metz, Davidson. Absent: Mokas.

A moment of silence was taken in remembrance of Council Person Lee Bossom.

Motion made by Davidson, seconded by Metz to approve the Agenda as read. All Ayes.

Motion made by Metz, seconded by Davidson to approve the March 9th minutes. All Ayes.

Motion made by Metz, seconded by Davidson to approve the April Financial Report. All Ayes.

Motion made by Davdison, seconded by Metz to approve the following submitted bills from the cancelled April meeting. All Ayes.

Public comment: Mayor Kimm brought up about possible softball league start up times.

The monthly Maintenance Report was given. Motion made by Metz, seconded by Davidson to post for the part time employee position. All Ayes. Motion made by Metz, seconded by Davidson to hire Bill Danker to help with mowing. All Ayes.

The monthly Library Report was given. Information was discussed about the plan to reopen the Library.

The monthly Ambulance Report was given.

The monthly Fire Report was given.

Motion made by Metz, seconded by Davidson to approve a building permit for AJ Benesh for a storage shed. All Ayes.

Motion made by Metz, seconded by Davidson to approve a building permit for Joel Thys for a storage shed. All Ayes.

Motion made by Davidson, seconded by Metz to approve a building permit for Dave Vanous for a house at 404 Root Drive. All Ayes.

Motion made by Benesh, seconded by Davidson to approve a building permit for Dave Vanous for a house at 409 Root Drive. All Ayes.

Motion made by Metz, seconded by Davidson to approve a building permit for Joe Kimm for a deck and garage addition. All Ayes.

Discussion was held about garbage issues at 301 Charles Street. Motion made by Davidson, seconded by Metz to send property owner a letter to remove garbage with in 48 hours of receipt of letter. All Ayes.

Motion made by Davidson, seconded by Metz to approve Resolution 20-06: Equal Opportunity Employer. All Ayes.

Motion made by Metz, seconded by Davidson to approve Resolution 20-07: Code of Conduct. All Ayes.

Motion made by Davidson, seconded by Metz to approve Resolution 20-08: Procurement Policy. All Ayes.

Motion made by Metz, seconded by Davidson to hire Levi Wagner to paint the interior of the community building. All Ayes.

Discussion was held about the council person appointment. This was tabled until May 18.

The mayor discussed Constitutional Right with the council.

No further business, motion made by Davidson, seconded by Benesh to adjourn, meeting adjourned at 8:16p.m.

The special meeting of the Blairstown City Council was held Monday, May 18, 2020 at 7:00 p.m. Members present were Benesh, Metz, Davidson. Absent: Mokas.

Motion made by Metz, seconded by Davidson to approve the Agenda as read. All Ayes.

Discussion was held about the men’s league. This is to be brought up to the REC Board by the men’s league.

Motion made by Metz, seconded by Davidson to approve a poultry request from Kim Foushee and allow her up to a maximum of 20 unless it causes a nuisance. All Ayes.

Motion made by Davidson, seconded by Benesh to approve a poultry request from Justin Hansen and allow him up to a maximum of 20 unless it causes a nuisance. All Ayes.

Discussion was held about cat issues around town and the current ordinance pertaining to this issue.

Motion made by Davidson, seconded by Benesh to appoint Paul Stults to fill the council vacancy. All Ayes.

No further business, motion made by Davidson, seconded by Benesh to adjourn, meeting adjourned at 7:30p.m.
