Minutes of Atkins City Council Meeting
September 8, 2020 Atkins, Iowa
Council met in Regular Session at St Stephens Lutheran Church Fellowship Hall, 303 3rd Avenue, Atkins Iowa due to Derecho Storm recovery. Meeting was held with teleconference due to Covid-19
situation. Council Members present were Heather Rinderknecht, Joey Svejda, Lana Robison, and
Robert Spading. Absent: Nathan Shepard, Council, and Amber Bell, City Clerk. Others present
Mayor Bruce Visser, Nick Eisenbacher from Snyder & Associates, Todd Damon from Atkins Public
Works, Dan Rammelsberg, Atkins Fire Chief, Dick Lange, Alan Nebola, Atkins Planning and Zoning
and Gordy Jacobsen, Atkins Planning and Zoning. Mayor Bruce Visser called the meeting to order at
7:06 pm.
Council had discussion regarding the consent agenda items. Council noted the August 14 Emergency City Council Meeting minutes were not present and requested those minutes be provided at a later meeting. Council discussed the Planning and Zoning Commission Annual Report for FY20 as presented by Alan Nebola of Atkins of Planning and Zoning Commission. Spading made a motion to
Approve the Consent agenda including a list of bills with corrections to Council Minutes of August
13th, August 17, and August 25, 2020 to change the motion to adjourn vote be corrected to state none were absent. After discussion Spading withdrew the motion. Robison made a motion to Approve the Consent agenda including a list of bills with corrections to Council Minutes of August 13th, August 17, and August 25, 2020 to change the motion to adjourn vote be corrected to state none were absent and the list of bills would remove the bill for Kara Bullerman from the list of bills approved. Spading seconded the motion. Ayes: Svejda, Rinderknecht, Spading and Robison. Nay: None. Absent:
Shepard. Motion carried.

Council heard a presentation by Mayor Visser concerning the City of Atkins Storm recovery. City
insurance coverage for City property trees was discussed. Spading made a motion to approve an
insurance claim for 120 trees due to Derecho Storm, be submitted to the City insurance carrier EMC.
Robison seconded the motion. Ayes: Svejda, Rinderknecht, Spading and Robison. Nay: None.
Absent: Shepard, Motion carried.
Continuing the Atkins Storm recovery business. The Mayor suggested the meetings of the City
Council continue to be held at the St Stephens Lutheran Church Fellowship Hall until other
arrangements are made.
The Council discussed a declaration of emergency for relief of bidding requirements as required by
State Law to speed the storm recovery related to the Fire Station. Mayor stated a resolution will be
drafted with that declaration for next Council meeting. Fire Truck storage situation was presented by Dan Rammelsberg, Atkins Fire Chief. All vehicles are under cover with the cooperation of the Atkins
Public Works shifting some of Public Works equipment to alternate storage or outside. The current
storage layout is not heated. Plans are being made for correct storage for the Fire trucks. The Fire
Station building is being prepared for demolition
Continuing with the Atkins Storm recovery business concerning the City Hall Library. Discussion
supported the Library Staff explore mobile book delivery. Building options on the City Hall Library
roof replacement, Spading made a motion to replace the City Hall Library roof with the same kind
and color as original. Robison seconded. Ayes: Svejda, Rinderknecht, Spading and Robison. Nay:
None. Absent: Shepard, Motion carried.
Continuing with the Atkins Storm recovery business. Council discussed the Park Pavilion, Water
Treatment Plant roof, Parks and Playground equipment condition, Debris cleanup will continue for
trees and limbs and for construction debris. Street trees program will be presented at a later meeting when more information is available. A Street Tree assessment has begun. Project manager tasks were discussed.
Continuing with Atkins Storm recovery business. Mayor Visser mentioned that 211 telephone access to get storm relief related information is available to all Benton County residents. 211 supports any requests for someone to talk with as well as locations of assistance to recover from the storm.
Residents are encouraged to reach out for help.
Continuing with Atkins Storm recovery business the Council discussed the current City Utility
Service late fee collection waivers. Spading made a motion to continue the current City Utility
Service late fee collection waiver to the end of September 2020. Rinderknecht seconded the motion,
Ayes: Svejda, Rinderknecht, Spading and Robison. Nay: None. Absent: Shepard. Motion carried.
Continuing with Atkins Storm recovery business the Council discussed the use of campers while
residents’ homes are being rebuilt. The current policy will continue but will be monitored if problems come up.
Council heard a report from Public Works. Atkins City Wide Cleanup day will be scheduled in
October 2020, location and details is being determined.
The Council opened the meeting for other business. Councilor Robison mentioned a volunteer team is coming to the Atkins area to assist farmers with storm related work. Rural resident Tom Gerhold is assisting in the effort and may be contacted as well.
Mayor Visser announced a September 14, 2020 special City Council meeting will be needed to
conduct storm related business.
The next Regular Council Meeting will meet on Monday, September 21st, 2020 at 7:00pm, at St
Stephens Lutheran Church Fellowship Hall, 303 Third Avenue Atkins, Iowa. Due to the declared
State of Emergency the Council meeting will be conducted using teleconference. The Next Meeting
Agenda will include instructions to access the system.
Rinderknecht made a motion to adjourn the meeting. Svejda seconded to the motion. Ayes: Svejda,
Rinderknecht, Spading and Robison. Nay: None. Absent: Shepard. Motion carried.

Special meeting, Sept. 14, 2020

Minutes of Atkins City Council Meeting
September 14th, 2020 Atkins, Iowa
Council met in Special Session. Members present were Nathan Shepard, Lana Robison via Teleconference and Heather Rinderknecht, Joey Svejda, and Robert Spading in person. Absent: None. Mayor Bruce Visser and Amber Bell City Clerk, Todd Damon from Atkins Public Works and his wife Christy Damon, Pastor Douglas Woltemath and Nick Eisenbacher from Snyder & Associates. Mayor Bruce Visser called the meeting to order at 7:00 pm.
Svejda made a motion to Approve the Consent Agenda which includes Filing Certificate of necessity for emergency repairs to the Atkins Fire Station or Erection of temporary facility. Nick Eisenbacher from Snyder & Associates September 10th, 2020. The Consent Agenda also includes a Atkins Mayoral Proclamation No. 2020-9-1 State of Emergency Declaration of September 11, 2020. Spading seconded the motion. Ayes: Svejda. Nay: Shepard, Rinderknecht, Spading and Robison. Absent: None. Motion Failed. Spading made a motion to Approve only the First Item of the consent agenda which Includes: Filing Certificate of necessity for emergency repairs to the Atkins Fire Station or Erection of temporary facility. The motion was seconded by Shepard. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion Carried.
Spading made a motion to approve acceptance of contractors sealed quotes and the approval of the Base Bid of $31,621.00 from Tschiggfrie Excavating for the 2020 PCC Street Patching and Storm Sewer Repair Project.
Rinderknecht seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion Carried.
Svejda made a motion to approve the date and time of October 3rd, 2020 from 8am to 2pm at the Atkins Fire Station Parking Lot for the City of Atkins City Wide Cleanup Day. Shepard seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion Carried.
Svejda made a motion to approve Resolution 787, a Resolution finding of the necessity to institute emergency proceedings under Iowa Code Section 348.103(2) For Repairs to the Atkins Fire Station or Erection of Temporary Facility. Robinson Seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion Carried.
The Council discussed updates on the city buildings that were damaged in the derecho and opened the meeting for other business.
The next Regular Council Meeting will meet on Monday, September 21st, 2020 at 7:00pm, at St Stephens Lutheran Church Fellowship Hall, 303 3rd Avenue, Atkins, Iowa. Due to the declared State of Emergency the Council meeting will be conducted using teleconference. The Next Meeting Agenda will include instructions to access the system.
Svejda made a motion to adjourn the meeting. Spading seconded to the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion Carried.
