Norway Council – April 12, 2021

April 12, 2021

Regular meeting of the Norway City Council was called to order by Mayor Bruce Volz at 5:00 PM. Roll Call – Present: Jay Hahn, Darrell Schulte, Loras Schulte. Absent: Kevin Frese. Motion L. Schulte seconded by D. Schulte to accept agenda, minutes and bills presented. Motion carried, 3-0.

Jacob Spratt with V&K was present to discuss certified building inspections. He presented an overview of services offered, fees, permitting, etc. following International Building Code rules and regulations.
The service offered is a by service fee according to IBC standards. Kevin Frese joined the meeting at
5:15. Council will consider at the next meeting.

Motion L. Schulte seconded by D. Schulte to approve Liquor License renewal for Depot Express.
Motion carried, 4-0.

Discussion on electronic sign. Mayor has spoken with many companies with a wide range of pricing.
He will get firm quotes including installation, best location, etc.

Discussion on candidates expressing interest in vacant council position. Due to two interested candidates council determined that it would be best to go with the first received letter of interest. Motion L. Schulte seconded by D. Schulte to appoint Ben Tarvin until next regular city election. Motion carried, 4-0.

Clerk Books accounting/billing software was discussed. Motion L. Schulte seconded by Frese to proceed with the contract with Clerk Books with a quote of $6,210 for setup and install. Support is paid on an as needed basis. Motion carried, 4-0.

Mayor reported on a fire incident on 4/3/21. On the advice of counsel, the proper reports were filed with various agencies as required by law.

Resolution 21-03 Procurement Policy for purchasing standards introduced by L. Schulte seconded by Frese. Motion carried, 4-0.

Resolution 21-04 Personally Identifiable Information Policy introduced by L. Schulte seconded by D.
Schulte. Motion carried, 4-0.

Resolution 21-05 Fraud Reporting Policy introduced by D. Schulte seconded by L. Schulte. Motion
carried, 4-0.

Resolution 21-03 Change to Council Meeting Time introduced by D. Schulte seconded by Frese.
Motion carried, 4-0.

A permit was issued for steps at 110 W. Tuttle. Requests have been received for a pool at 800
Evergreen and a shed at 100 E. Tuttle but no application has been received to date.

Darrell Miller present to discuss putting up a 36 x 52 building on the gravel lot next to his existing building. EIB doing the work and Haage Construction will be the contractor with sewer/water coming
in from the street. The building is 6’ wider than original plans showed after a purchase of land from
Haage Construction. Council believed, with the information presented to date, that the permit could be
issued once the proof of sale was provided to the City.

Other issues that Mr. Miller wished to discuss included the ground contamination drilling that had been
done on his property by Depot Express and the possible safety hazard caused by blowing tin on the
building to the west on Railroad Street presented as well as weeds growing behind the building on railroad right of way, stating that the containers in his yard on Park Drive contained weed spray. Mayor
will try and contact the Railroad for resolution. Final issue involved the nuisance infraction that was
issued. Mayor stated letters and infractions had been issued to other property owners if violation warnings were not met. After much debate, the conversation was ended by the mayor. Mr. Miller left
the meeting.

Ordinance 325 Amending Open Burning was introduced by L. Schulte, seconded by Frese. Amended
section will allow for the burning of yard waste to April 15 – May 15 and October 15 – November 15. Roll call: Ayes: Hahn, D. Schulte, Frese, L. Schulte. Nays: None. Absent: None. Ordinance 325 passes the 2nd reading. Motion L. Schulte seconded by D. Schulte to waive the 3rd reading of Ordinance 325 on the 2nd reading.

Ordinance 326 Amending Garbage Rates was introduced by L. Schulte, seconded by D. Schulte. Roll
call: Ayes: Hahn, D. Schulte, Frese, L. Schulte. Nays: None. Absent: None. Ordinance 326 passes the
1st reading.

Ordinance 327 Amending Sewer Rates was introduced by L. Schulte, seconded by Frese. Roll call: Ayes: Hahn, D. Schulte, Frese, L. Schulte. Nays: None. Absent: None. Ordinance 325 passes the 1st reading.

Ordinance 328 Recreational Vehicle Parking was introduced by L. Schulte, seconded by Frese. Amended section will remove all trailer parking from the streets. Roll call: Ayes: Hahn, D. Schulte, Frese, L. Schulte. Nays: None. Absent: None. Ordinance 325 passes the 1st reading.

Rob Miller was present to express concerns about the amendment of parking rec vehicles on the street
siting the need for many people to park on the street for brief amounts of time for their work.

Motion L. Schulte seconded by D. Schulte to contact Atkins for temporary affidavit operator of WWTF.
Motion carried, 4-0.

Discussion was held on the removal of water meters by private residents. Offenders will be informed
that the meter replacement must be under the direction of the public works director and any associated
costs will be their responsibility.

Dirt and seeding will begin on areas that were affected by work done last year or the derecho.
Offenders of golf cart regulations will be notified.

Letters will be sent to properties that are in violation of nuisance ordinance.

Motion L. Schulte seconded by D. Schulte to adjourn at 7:10 PM. Motion carried, 4-0. An extra meeting for the month is scheduled for April 20th at 5:00 PM.
