City Council Work Session Minutes
Council Chambers located at 480 3rd Ave.
August 2, 2021,
Mayor Pro-Tem Rinderknecht called the meeting to order at 6:07 p.m. Present were Svejda,
Rinderknecht, Spading, DeMeulenaere. Also present were Groskurth, City Attorney Ryan Tang,
and various members of the public were also present. Robison was absent.
Council discussed sheriff contract and law enforcement options.
Svejda moved to adjournment. Spading seconded. 4-ayes, motion carried.
Adjournment time was 6:47 p.m.

Mayor Pro-Tem Rinderknecht called the meeting to order at 7:00 p.m. Present were Svejda,
Rinderknecht, Spading, DeMeulenaere. Also present were Groskurth and various members of
the public were also present. Robison was absent.
Spading moved to approve the agenda by removing item 3.3 Engineer Report to be filed and
Resolution 887. Svejda seconded. 4-ayes, motion carried.
Spading moved to approve the consent agenda. Svejda seconded. 4-ayes, motion carried. The
consent Agenda was as follows: the Council Minutes of July 19, 2021, Approve Atkins
Community Club Class B 5-day permit for Watermelon Days, and the following list of bills:

Stone Ridge Development 3rd Addition: Mayor Pro-Tem Rinderknecht opened the public
hearing on the proposed Development Agreement with Stone Ridge Developing, LLC, including
Annul Appropriation Tax Increment Payments at 7:08 p.m. There being no written or verbal
statements for or against proposed amendment Mayor Pro-Tem Rinderknecht closed the public
hearing at 7:10 p.m. DeMeulenaere moved the adoption of Resolution 888 entitled “Resolution
to approve Development Agreement with Stone Ridge Developing, LLC, Authorizing Annual
Appropriation Tax Increment Payments and Pledging Certain Tax Increment Revenues to the
Payment of the Agreement. Spading seconded. Ayes: Spading, Svejda, Rinderknecht, and
DeMeulenaere. Nays: none. Motion carried.
Stone Ridge Development 3rd Addition: Svejda moved to approve the second consideration of
Ordinance No. 224, an ordinance Providing for the Division of Taxes Levied on Taxable
Property in the Atkins Urban Renewal Area, Pursuant to Section 403.19 of the Code of Iowa.
Spading Seconded. Ayes: Svejda, Rinderknecht, DeMeulenaere, and Spading. Nays: none.
Motion Carried.
Staffing update: Deputy Clerk notice is ready to post. Rinderknecht advised council needs to
follow up on administrator/clerk position.
Public works update. Groskurth informed recent TTHM testing passed. IaDNR will require City
to continue to send quarterly notices until four quarterly test results average is below maximum
allowed.
Public Input: Rinderknecht informed the Fire Department Committee will be meeting this week
and architect agreement is nearing completion. Watermelon days is this weekend.
Spading moved to Adjourn. Svejda seconded. 4-ayes, motion carried.
