CITY OF NORWAY
July 12, 2021
Regular meeting of the Norway City Council was called to order by Mayor Bruce Volz at 5:00 PM. Roll Call – Present: Jay Hahn, Kevin Frese, Darrell Schulte, Loras Schulte. Absent: None.
Motion L. Schulte seconded by D. Schulte to accept agenda, minutes and bills presented. Motion carried, 4-0.
Mayor announced that Ron Miller had accepted the appointment to fill a vacancy.
Dan and Sean Finley were present to discuss the fine imposed for the incident at the city park in fall 2020 stating that it was their understanding that community service would be done in lieu of payment for the window. Council understanding was cost of replacement window and some community service had been agreed upon. With no police report carrying information as to how the window was broken council felt their hands were tied. Council questioned the remaining community service hours to be served being filled. It was noted that there were eight hours left. Mr. Finley asked if that were the max they could give. Council stated that they had agreed upon 20 hours community service plus cost of window. Motion L. Schulte seconded by Frese to continue with community service. Motion carried, 4-0.
A request for a zoning change from residential to business at 510 W Railroad Street was presented. His intention is to build a shop/house for a combination of his business and residence. Zoning commission is agreeable to the change. Council questioned the fill being used as well as what plans were for the demolition of the house.
Council would like to have a contingency agreement with a timeline to be followed. City attorney will be consulted on the best course of action to follow for making sure permits are obtained for the fill materials as well as the demolition of the current house. Motion L. Schulte seconded by Frese to continue forward with zoning change under the direction of the city attorney. Motion carried, 4-0.
Request from property owner at 108 E Washington to have a tree trunk section left from Derecho removed due to the size and weight was considered. Motion L. Schulte seconded by D. Schulte to charge for time and equipment for removal of the trunk section only, not to exceed $500. Motion carried, 4-0.
Mayor demonstrated a mockup placement of the electronic sign moving the flagpole to the west. Contact has been made for electrical hookup. He will continue to gather information on the placement in the ground.
Nuisance and property cleanup was discussed. Letters will be sent to those in need of mowing or removal of overgrown weeds. Worst properties will be contacted first, continuing to all properties that are not in compliance with city code. A date to correct the problem will be established and followed by citation if compliance is not achieved.
City attorney will be contacted about the pay request and status of the project at WWTF.
Motion L. Schulte seconded by Frese to adjourn at 6:12 PM. Motion carried, 4-0.
Next meeting is scheduled for August 9th at 5:00 PM.
