City Council Meeting Minutes
Monday, January 17, 2022, at 7:00 p.m.
Council Room, City Hall, 480 Third Avenue, Atkins Iowa, 52206
Mayor Bruce Visser called the meeting to order at 7:01 p.m. Present were DeMeulenaere, Koehn, Petersen, and Stoltzfus. Also present were Ryan Tang – City Attorney, and Groskurth. Bell was absent.
Stoltzfus moved to approve agenda. Petersen seconded. Ayes: DeMeulenaere, Koehn, Petersen, and Stoltzfus. Motion carried.
Koehn moved to approve the consent agenda. Stoltzfus seconded. Ayes: Koehn, Petersen, Stoltzfus, and DeMeulenaere. Motion carried. The Consent Agenda was as follows:
• Approval of the January 3, 2022 Minutes, the January 12, 2022 Minutes
• Engineer report,
• Resolution 923 accepting the 2022 Edition City Of Atkins Supplemental Specifications to the Statewide Urban Design (SUDAS) program, and
• The following list of bills:

Public Hearing on proposal to enter into a General Obligation Corporate Purpose Loan Agreement began at 7:05 p.m. The City Clerk announced that no written objections had been placed on file. Whereupon, the Mayor called for any written or oral objections from those attending online. There were no comments from online.
Mayor called for any written or oral objections from those attending in person.
Several Citizens voiced concerns regarding the amount of the General Obligation Corporate Purpose Loan Agreement and regarding the level of communication received. There being no more comments, the Mayor declared the public hearing closed at 7:13 p.m. Koehn introduced and moved that the Resolution 924 taking additional action on proposal to enter into a General Obligation Corporate Purpose Loan Agreement be adopted, seconded by Council Member Stoltzfus. Ayes: Koehn, Petersen, and Stoltzfus. Nays: DeMeulenaere. Motion Carried.
City Council issued a directive to call a special election to fill the City Council Vacancy.
Koehn moved to approve Resolution 926 approving Bid Notice, Set Bid Dates, and set public hearing date for Tree Felling & Hanger Removal in the Right of Way and on City owned property. Ayes: Petersen, Stoltzfus, Koehn. Nays: none. Abstained: DeMeulenaere. Motion carried.
DeMeulenaere moved to approve Resolution 927 to approve Library Wages as established by the Library Board of Directors. Ayes: Petersen, Stoltzfus, DeMeulenaere, and Koehn. Motion carried.
Koehn moved to approve Resolution 928 an agreement for part time as needed City Clerk services. Stoltzfus seconded. Ayes: Stoltzfus, Koehn, Petersen. Nays: DeMeulenaere. Motion carried.
Mayor’s Update: Mayor reminded the city Council budget workshop will be January 26, 2022 at 6:30 p.m. Disaster recovery continues: the foundation of the old Gazebo will be removed soon, staff continues to work on budget, and the audits continue. Plow Truck required repairs.
Public Works Update: Public works department is working on budget. Public Works would like to thank public for keeping vehicles off the street during snow removal.
Water Tests are good, no notices requirements.
Public Input: No comments from online attendees. Citizens asked if fire district contributes to fire station. Mayor Visser informed the public the Benefitted Fire District does contribute to the fire department. Public discussed newsletters and availability of detailed information.
The next Regular Council Meeting to be held Tuesday, February 8, 2022 at 6:30 p.m. at City Hall Council room, 480 3rd Avenue, Atkins, Iowa.
Stoltzfus moved to adjourn. Koehn seconded. Ayes: Koehn, Petersen, DeMeulenaere, and Stoltzfus. Motion carried.
Meeting adjourned at 8:15 p.m.
