Keystone Council had meeting March 3

Keystone City Hall

March 3, 2022

6:00 pm

The regular meeting of the Keystone City Council was held Thursday, March 3, 2022, at 6:00 pm. Roll Call members present: Hennings, Janss, Kaiser and Monson. Absent: Upah. Also Present: Jamey Clemann, City Superintendent, Mike and Jeanne Stoner and Terry Jones, Keystone Residents. Mayor Mark Andresen called the meeting to order.

Motion made by Janss, second by Kaiser to approve the February 2022 minutes. Motion carried. All voted aye.

Motion made by Kaiser, second by Monson to approve the February 2022 treasurer report. Motion carried. All voted aye.

Mike and Jeanne Stoner, Keystone Residents, presented a petition to the Mayor and Council for a nuisance property at 91 5th Avenue. The Mayor will speak with the Benton County Sheriff to address this issue. No other action was taken.

Motion made by Janss, second by Monson to open the public hearing. Motion carried. All voted aye. The mayor asked for any questions or comments from the audience or the clerk. Terry Jones addressed the Mayor and Council explaining that her dogs have not been vaccinated yet and she has them scheduled for an appoint on 3/18/22. No questions or comments regarding the 22-23 budget. Motion made by Monson, second by Henning to close the public hearing. Motion carried. All voted aye.

Motion made by Janss, second by Hennings, to approve Resolution 03-01-22 Approval of the 2022-23 Budget. Motion carried. All voted aye.

Motion made by Janss, second by Kaiser to approve Resolution 03-02-22 Assessing the property at 99 4th Avenue, Keystone IA 52249. Motion carried. All voted aye.

Motion made by Janss, second by Kaiser to approve Resolution 03-03-22 Assessing the property at 107 2nd Avenue, Keystone, IA 52249. Motion carried. All voted aye.

Motion made by Kaiser, second by Monson to approve the Liquor License Renewal for the Keystone Turner Hall. Motion carried. All voted aye.

Motion made by Kaiser, second by Monson to approve Program B from Nutrien for weed control. Motion carried. All voted aye.

Motion made by Janss, second by Hennings to approve the bid from Kesl Fencing to replace the fence at the lagoon. Motion carried. All voted aye

Motion made by Monson, second by Hennings to approve the bills as read. Motion carried. All voted aye.
