Regular meeting of the Norway City Council was called to order by Mayor Bruce Volz at 5:00 PM. Roll Call – Present: Ron Miller, Robby Miller, & Kelly Luedtke. Absent: Kevin Frese
Motion Robby Miller seconded by K. Luedtke to accept agenda, minutes, treasurer’s report, and bills presented. Motion carried, 3-0.
Mayor Volz opened the public hearing on the FY 23 Budget at 5:04 pm. A brief explanation of the FY 23 Budget was given. Hearing no objections written or oral, motion to close made by Ron Miller and seconded by Robby Miller at 5:07 pm. Motion carried 3-0.
Resolution 22-09 approving the FY 23 Budget. Motion to approve made by K. Luedtke and seconded by Robby Miller. Motion carried 3-0.
Mayor Volz opened the public hearing for the proposed lease of property of the Norway Baseball Diamond at 5:07pm. Hearing no objections written or oral the motion to close the public hearing was made by Ron Miller and seconded by K. Luedtke at 5:10 pm. Motion carried 3-0.
Ferguson water meters was discussed again and was decided to be tabled as more information is needed.
Nick Eisenbacher with Snyder and Associates presented information for flow reports requested for the industrial property at 213 Euclid Ave. Excess flows to the wastewater treatment plant were observed and TSS levels are high. Upon DNR approval a pre-treatment agreement will be drafted.
Ordinance 333 amending alley maintenance was motioned by Robby Miller, seconded by Ron Miller. Aye: Luedtke, Robby Miller, Ron Miller. Absent: K. Frese. Nay: None. Ordinance 333 passes the second reading.
Consideration of ordinance 334- UTV/ATV was motioned by Robby Miller and seconded by Ron Miller. Motion carried 3-0. Ordinance 334 passes the first reading.
The Depot Express liquor license renewal motioned by Ron Miller and seconded by Robby Miller. Motion carried 3-0.
Nuisance properties – follow up with offenders is being handled by the city and city attorney.
Remote support contract work was discussed, and questions will be answered in a timely manner.
Building permits within the city were discussed including 100 E Tuttle St. That property will be demolishing the small building directly behind the main house as well as doing curb work.
Public comments: The City of Norway will be conducting a city-wide clean-up day, or Amnesty Day, on May 7th, 2022. There is an open position on the city council.
The mayor presented information on the Trees Forever Grant. The city received a grant for $5,000 to plant 33 trees in specified locations within the city including but not limited to the city park and the baseball diamond. Planting is scheduled to begin on Arbor Day. Making this a community event is in the works.
Public Works Director presented proposed prices for possible upcoming street projects. Motion to accept proposed costs made by Robby Miller and seconded by Ron Miller. Motion carried 3-0.
Motion to adjourn made by Kelly Luedtke and seconded by Ron Miller at 6:46pm. Motion carried 3-0.
