COUNCIL PROCEEDINGS
February 2, 2023

The regular meeting of the Keystone City Council was held Thursday, February 2, 2023, at 6:00 pm. Roll Call members present: Hennings, Janss, Kaiser, Monson and Selk. Absent: none. Also Present: Laura Hopper, Library Director, Randy Kramer, Prairie Road Builders and Jamey Clemann, City Superintendent. Mayor Mark Andresen called the meeting to order.

Motion made by Janss, second by Kaiser to approve the January 5, 2023 minutes. Motion carried. All voted aye.
Motion made by Kaiser, second by Selk to approve the January 16, 2023 minutes. Motion carried. All voted aye.
Motion made by Monson, second by Hennings to approve the January treasurer report. Motion carried. All voted aye.
Randy Kramer, Prairie Road Builders, presented the quote to the council for 2023 prices for seal coating. Motion made by Janss, second by Kaiser to approve the pricing bid. Motion carried. All voted aye.
Laura Hopper, Library Director, presented and explained the 2023-24 Library Budget and gave an overview of the past year of activities at the library. She asked that the City take action to abate the rain water/melting snow from the building onto the library property and seeping under the foundation and ruining the new carpeting. The council will work to abate this with the property owner as it is against our ordinances to drain water to an adjoining property owner.
Motion made by Upah, second by Monson to approve the liquor license renewal for the Keystone Turner Hall. Motion carried. All voted aye.
Due to the error on the Benton County Star Press Union printing of the Max Levy Rate proposal…the public hearing has been moved to February 20, 2023 at 6pm at the Keystone City Hall.
Motion made by Selk, second by Hennings to approve the bills as read. Motion carried. All voted aye.
