City Council Meeting Minutes
Tuesday, February 28, 2023, at 6:30 p.m.
Mayor Bruce Visser called the meeting to order a 6:31 p.m. Present: Bell, DeMeulenaere,
Koehn, Petersen, and Steffen. Also present were Nick Eisenbacher-City Engineer, Eric MartinCity Attorney, and Groskurth.
Koehn moved to approve the agenda. Steffen seconded. Ayes: Bell, DeMeulenaere, Koehn, Petersen, and Steffen. Motion Carried.
Koehn moved to approve the Consent Agenda items. Steffen seconded. Motion carried. Ayes: DeMeulenaere, Koehn, Petersen, and Steffen. Nay: Bell. Motion carried. Parks and Open Space Comprehensive Plan: Council received Planning and Zoning Commission’s (P&Z) recommendation City complete a Parks and Open Space Comprehensive Plan. P&Z stated, “Parks and recreation have been the biggest request for improvements by the public. This will start the process to evaluate existing parks and future areas for parks for improvement.” Council discussed plan. A plan will give city the ability to plan for proposed projects strategically and financially. Motion by Koehn to approve Resolution 2023-02-03 Entering into contract with Snyder and Associates to establish a Comprehensive Parks and Open Space Plan for the City of Atkins. Second by Petersen. Ayes: Bell, DeMeulenaere, Koehn, Petersen, and Steffen. Motion carried.
Water Source Study Update: City Engineer, presented Poweshiek Water’s response regarding the City Council’s request to study changing Atkins water source to Poweshiek Water.
Engineer’s recommendation is to continue to move forward with the existing studies and capital improvement plan that he, the City Administrator and Public Works has completed.
Urban Renewal Plan Amendment: Mayor Visser opened Public Hearing regarding Proposed Amendment to Atkins Urban Renewal Area began at 7:14 p.m. There being no written or oral statements for or against Mayor Visser closed the public hearing at 7:16 p.m. DeMeulenaere moved the adoption of Resolution 2023-02-04 a Resolution to Approve Urban Renewal Plan Amendment for the Atkins Urban Renewal Area. Petersen seconded. Ayes: Bell, DeMeulenaere, Koehn, Petersen, and Steffen. Motion carried.
Maximum Property Tax Levy Revenues Fiscal Year Ending 2024: Mayor Visser opened public hearing regarding Maximum Property Tax Levy Fiscal Year Ending 2024 at 7:17 p.m. Groskurth informed no written comments for or against have been received. Oral comment received from Mr. Anderson against. Mayor Visser closed hearing at 7:22 p.m. Groskurth informed council adopting the Max Levy Resolution is accepting the revenue growth received from the new valuation due to the new residential and commercial developments. Koehn moved to adopt Resolution 2023-02-05 a resolution approving the Maximum Property Tax Levy, FYE 24 for the City of Atkins, Iowa. Petersen seconded. Ayes: Koehn, Petersen. Nays: DeMeulenaere, Steffen, Bell. Motion failed.
Mayor’s report: The restructuring of the Fire District Agreement is progressing. The Fire District will forward city grant for the purchase of new pumper truck. Fire Station Design continues. Site plan layout is in review. Will be presented to council for review soon. Audit report – continues.
Public Works report: Continue to work on water plant maintenance items. Snow Plowing – pay loader is in shop and out of service.
Administrator’s report: Processing Utility bills. Updating budget with updated valuations resulting from recent legislation. Finalizing transition from Read Center to Beacon read program.
Public input. None.
Next Regular Council Meeting to be held Tuesday, March 14, 2023, at 6:30 p.m. City Hall/Library 480 3rd Avenue, City Council Room. Koehn moved to Adjourn. Steffen adjourned. Ayes: Bell, DeMeulenaere, Koehn, Petersen,
and Steffen. Motion carried.
