COUNCIL PROCEEDINGS

March 2, 2023

6:00 pm

The regular meeting of the Keystone City Council was held Thursday, March 2, 2023, at 6:00 pm. Roll Call members present: Hennings, Janss, Kaiser and Monson. Absent: Selk. Also Present: Dick Loy and Michael Root, Keystone First Responders and Fire Department and Jamey Clemann, City Superintendent. Mayor Mark Andresen called the meeting to order.

Motion made by Janss, second by Hennings to approve the February 2, 2023 minutes. Motion carried. All voted aye.

Motion made by Monson, second by Kaiser to approve the February 20, 2023 minutes. Motion carried. All voted aye.

Motion made by Kaiser, second by Janss to approve the February treasurer report. Motion carried. All voted aye.

Discussion was had between Dick Loy and the council regarding First Responder member Derek Ealy. Derek Ealy was asked to be present at the meeting and did not attend. The council advised Dick Loy that Derek Ealy is no longer on the service and shall not act in any capacity as a Keystone First Responder.

Motion made by Kaiser, second by Hennings to approve a building permit for Wes Howard to construct a single family home 91’x47’ at 101 7th Avenue. Motion carried. All voted aye.

Motion made by Janss, second by Monson to approve the liquor license renewal for the Main Street Bakery. Motion carried. All voted aye.

Motion made by Hennings, second by Janss to approve public hearing for approval of the 23-24 Budget on April 6, 2023. Motion carried. All voted aye.

Motion made by Janss, second by Monson to approve the Lawn Care agreement with Nutrien. Motion carried. All voted aye.

Motion made by Hennings, second by Janss to approve the Frontline maintenance contract for the Outdoor Warning System. Motion carried. All voted aye.

Motion made by Janss, second by Hennings to approve the bills as read. Motion carried. All voted aye.
