COUNCIL PROCEEDINGS 

April 2, 2026 6:00 pm

The special meeting of the Keystone City Council was held Thursday, April 2, 2026, at 6:00 pm. 

Roll Call members present: Andresen, Bruns, Janss, Monson and Stoner. Absent: none. Also Present: Denise Henderson, Keystone Resident and Jamey Clemann, City Superintendent. 

Mayor Kevin Rohrer called the meeting to order. Motion made by Andresen, second by Bruns to open the public hearing on Proposed Property Tax Levy. Motion carried. All voted aye. 

The Mayor asked for any questions or comments. No written comments or questions from the clerk. Denise Henderson, Keystone resident asked questions regarding the reason for raising the tax levy. Mayor, Kevin Rohrer explained the reasoning for increasing the tax levy 11.74%. No other verbal or written comments or questions from the council or audience. Motion made by Andresen, second by Monson to close the public hearing. Motion carried. All voted aye 

Motion made by Monson, second by Janss to adjourn the meeting. Motion carried. All voted aye. 

COUNCIL PROCEEDINGS April 2, 2026 6:15 pm 

The regular meeting of the Keystone City Council was held Thursday, April 2, 2026, at 6:15 pm. 

Roll Call members present: Andresen, Bruns, Janss, Monson and Stoner. Absent: none. Also Present: Denise Henderson, Keystone Resident and Jamey Clemann, City Superintendent. 

Mayor Kevin Rohrer called the meeting to order. Motion made by Andresen, second by Janss to approve the March 2026 minutes. Motion carried. All voted aye. 

The March 2026 treasurer report was tabled. Motion made by Janss, second by Monson to set April 21, 2026 at 6pm to hold the public hearing on the proposal of the 2026-27 budget. Motion carried. All voted aye.

Motion made by Andresen, second by Monson, to approve the cigarette renewal for Snak Attach #53. Motion carried. All voted aye. 

City Wide Clean Up Day has been scheduled for May 15 and 16. Look for information on requirements in the weeks to come. 

Motion made by Andresen, second by Stoner to approve the first reading of Ordinance 118 Amending Chapter 69 of the Municipal Code for the City of Keystone Recreational Vehicles. Motion carried. All voted aye. 

Motion made by Janss, second by Monson to waive the second and third reading of Ordinance 118 Amending Chapter 69 of the Municipal Code. Motion carried. All voted aye. 

Motion made by Andresen, second by Bruns to approve the bills as presented. Motion carried. All voted aye.

COUNCIL PROCEEDINGS April 21, 2026 6:00 pm 

The regular meeting of the Keystone City Council was held Tuesday, April 21, 2026, at 6:00 pm. Roll Call members present: Janss, Monson and Stoner. Absent: Andresen and Bruns. Also Present: Jamey Clemann, City Superintendent. 

Mayor Kevin Rohrer called the mee ing to order. 

Motion made by Janss, second by Monson to open the public hearing on Approval of the 2026-27 Budget. Motion carried. All voted aye. 

The Mayor asked for any questions or comments. No written comments or questions from the clerk. No other verbal or written comments or questions from the council or audience. Motion made by Monson, second by Janss to close the public hearing. Motion carried. All voted aye 

Motion made by Monson, second by Stoner to approve Resolution 04-01-26 Adopting the Annual Budget for the Fiscal Year 2026-27. Motion carried. All voted aye. 

Motion made by Monson, second by Janss, to adjourn the meeting. Motion carried. All voted aye. 

The next meeting is set for Thursday, May 7, 2026 at 6pm.

BLAIRSTOWN COUNCIL PROCEEDINGS –April 13, 2026 

The regular meeting of the Blairstown City Council was held Monday, April 13, 2026 at 7:00 p.m. Members present were Moenck, Becker, Hagen, Hendryx and Franzen. 

Meeting was called to order by Mayor Metz. Motion made by Hagen, seconded by Becker to approve the agenda as read. All Ayes. 

Motion made by Becker, seconded by Franzen to approve the March 9th minutes. All Ayes. Motion made by Becker, seconded by Franzen to approve the March 23 minutes. All Ayes. 

Motion made by Becker, seconded by Franzen to approve the March 23rd second meeting minutes. All Ayes.

Motion made by Moenck, seconded by Franzen to submit a permit to Benton County for culvert/storm sewer installation. All Ayes. 

The monthly Library Report was given. The monthly Ambulance Report was given. The monthly Fire Department Report was given. The monthly First Responders Report was given. The monthly Blairstown Emergency Services building update was given. 

Motion made by Moenck, seconded by Franzen to approve a liquor license for The Meat Locker pending the submission of all paperwork. All Ayes. 

Motion made by Franzen, seconded by Hagen to open a public hearing for the FY26-27 Budget. All Ayes. Discussion was held about the FY26-27 Budget. Motion made by Franzen, seconded by Hagen to close the public hearing. All Ayes. 

Motion made by Becker, seconded by Franzen to approve Resolution 26-04: Approval of FY26-27 Budget. All Ayes.

Motion made by Moenck, seconded by Franzen to approve Resolution 26-05: Street Closure. All Ayes. 

Motion made by Becker, seconded by Moenck to approve warning siren testing on the first Wednesday of each month at 8:45 am with Benton County Emergency Management. All Ayes. 

Motion made by Becker, seconded by Hagen to approve special circumstance walking in the gym during the week when there are no rentals with a filled out rental agreement. All Ayes. 

The next meeting will be held May 11, 2026. No further business, meeting adjourned at 7:48 p.m.
