Council Meeting Minutes
Regular meeting of the Norway City Council was called to order by Mayor Jim Nelson at 5:30 PM.
Roll Call – Present: Darrell Schulte, Mike Schulte, Christopher Van Horn, & Robby Miller. Absent: Shawn Rudie
Motion by D. Schulte to approve the agenda, previous meeting minutes, and bills as presented.
Seconded by M. Schulte. Motion carried, 4-0.
Representatives from Lakeshore Recycling Systems (LRS), Ed Smith, Lucas Voss, and Kevin Duffy, were present to discuss mitigation of ongoing issues and concerns, including protocols for missed
garbage and recycling collection and the most effective methods for contacting LRS.
Rob Hursh, representing Save Morgan Valley, provided an overview to the City Council and residents regarding the proposed natural gas power plant that may be located at Highway 30 and Linn-Benton Road, approximately 1.7 miles from Atkins. Mr. Hursh requested that the City of Norway draft a letter
of opposition to the Iowa Utilities Commission. Additional updates are expected at the next City Council meeting.
The Council discussed a stormwater runoff concern involving properties at 306 E. Washington Street and 310 E. Washington Street. Stormwater runoff at 505 Sweetbriar Drive was also discussed. No action was taken.
Motion by M. Schulte to approve servicing the influent sampler at the Wastewater Treatment Facility at
a cost of $4,958.00. Seconded by C. Van Horn. Motion carried, 4-0.
Ordinance amendment No. 354, amending Chapter 3.03 relating to civil penalties, was discussed. The
Council reviewed a sample ordinance provided by the City Attorney. No action was taken.
Motion by D. Schulte to approve scheduling the City’s selected contractor to remove a nuisance dead
tree at 210 W. Washington Street. Seconded by M. Schulte. Motion carried, 4-0.
Motion by C. Van Horn to approve the amended employee funeral and bereavement leave policy, which
distinguishes between immediate and non-immediate family members. Seconded by D. Schulte. Motion
carried, 4-0.
Dangerous buildings and property nuisance violations at 215 W. Railroad Street, 208 Main Street, and
118 Euclid Avenue were discussed. No action was taken.
Nuisance Violations at 313 Line Street were discussed. No action was taken.
A work boot allowance for the Public Works Director was discussed. No action was taken.
The potential sale of the vacant City-owned lot on Sweetbriar Drive was discussed. No action was taken.
The City Council will be seeking a volunteer to serve as Norway’s Small Project Building Inspector.
Responsibilities will include reviewing and approving building permit applications for small projects,
including but not limited to sidewalks, driveways, sheds, decks, and fences.
Motion by C. Van Horn, seconded by M. Schulte, to adjourn the meeting at 7:45PM. Motion carried, 4–
0.
