City of Keystone COUNCIL PROCEEDINGS May 7, 2026 6:15 pm

The regular meeting of the Keystone City Council was held Thursday, May 7, 2026, at 6:00pm.

Roll Call members present: Andresen, Bruns, Janss, Monson and Stoner. Absent: none. Also Present: Melinda Schoettmer, Benton County Treasurer and Jamey Clemann, City Superintendent.

Mayor Kevin Rohrer called the meeting to order. Motion made by Andresen, second by Janss to approve the April 2 and 21, 2026 minutes. Motion carried. All voted aye.

Motion made by Monson, second by Bruns to approve the March and April 2026 treasurer reports. Motion carried. All voted aye.

Motion made by Stoner, second by Andresen, to approve the cigarette renewal for Dollar General. Motion carried. All voted aye.

Melinda Schoettmer addressed the Mayor and Council regarding her career and run for re-election for the Benton County Treasurer.

The Hooligans will be sponsoring the Car Show August 2, 2026 on Main Street in Keystone. The Mayor stated he is very excited for this event again and hopes for a wonderful turn out from the Keystone Community. If anyone would like to make a donation for the raffle, please contact City Hall at 319.442.3246 and we will get your donation on the list. All donations are greatly appreciated.

The hiring committee will meet Monday, May 18 to discuss the resumes submitted for the City Clerk position.

Motion made by Andresen, second by Hennings to approve the First Reading of Ordinance 119 Amending the Water Rates. Motion carried. All voted aye.

Motion made by Janss, second by Stoner to approve the First Reading of Ordinance 120 Amending the Sewer Rates. Motion carried. All voted aye.

Motion made by Stoner, second by Bruns to approve the First Reading of Ordinance 121 Amending the Garbage Rates. Motion carried. All voted aye.

Motion made by Janss, second by Hennings to waive the third and final reading of Ordinance 116 Amending Garbage Rates. Motion carried. All voted aye.

Motion made by Andresen, second for Monson to approve the first reading of Ordinance 119 Amending the Water Rated. And delete the following Motion made by Janss, second by Hennings to waive the third and final reading of Ordinance 116 Amending Garbage Rates. Motion carried. All voted aye.

Motion made by Monson, second by Stoner to approve the June 2026 minutes. Motion carried. All voted aye.

Motion made by Andresen, second by Janss to approve the June 2026 treasurer reports. Motion carried. All voted aye.

Motion made by Andresen, second by Stoner to approve the Second Reading and waive the third and final reading of Ordinance 119 Amending the Water Rates. Motion carried. All voted aye.

City Superintendent informed the Mayor and Council that the water tower will be serviced July 16,2026. Please be advised you may experience low water pressure.
