Council Meeting Minutes

The regular meeting of the Norway City Council was called to order by Mayor Jim Nelson at 5:30 PM.

Roll Call: Present: Mike Schulte, Robby Miller, Shawn Rudie, Christopher Van Horn, & Darrell Schulte.
Absent: None.

Motion by D. Schulte to approve the consent agenda, previous meeting minutes, bills, and Ion’s water
and Sewer Report as presented. Seconded by M. Schulte. Motion carried, 5-0.

Raymond Prevatt, Operations Manager with Lakeshore Recycling Systems (LRS), the City’s garbage
and refuse contractor, was present to provide the City Council with updates regarding staffing changes
within the company and changes that have been implemented to improve service. A direct phone
number for the North Liberty, Iowa, branch will be provided to City staff and residents. Stickers
containing the phone number will also be provided to residents to place on their garbage and/or
recycling bins.

Susie Hahn, Norway Library Director, was present to provide the City Council with updates regarding
the library’s summer reading programs. Susie Hahn also discussed the recent installation of a hot water
heater in the restroom of the Library/City Hall building and requested that the expense be charged to the
General Fund for City Hall rather than the Library Fund. The City Council approved the request. Susie
Hahn also inquired about replacing the flooring in the restroom and hallway of the Library/City Hall
building and discussed a quote received from Ackley Flooring in the amount of $1,368.78. City Hall
also received a quote from Ackley Flooring in the amount of $946.98 to potentially replace the flooring
in City Hall. After further review of the City’s budget, a decision regarding the City Hall flooring will be
made at a future meeting.

Motion by D. Schulte to approve the second reading Ordinance No. 354 – amending Chapter 3 of the
Norway Code of Ordinances to provide for administrative citations for repeat violations of the Norway
Code of Ordinances. Seconded by M. Schulte. Motion carried 5-0.

Bid letting for the upcoming water pressure booster system project is estimated to begin in the Fall of
2026.
The estimated cost of replacing the fire hydrant on Apache Drive was discussed. The estimated cost is
approximately $11,500.00. Motion by S. Rudie to approve the estimated cost and proceed with the
replacement. Seconded by R. Miller. Motion carried 5-0.

The re-codification of the Norway Code of Ordinances was discussed. Further discussion will take place
at the next several council meetings.

The city council discussed options for staffing the Public Works Department during the Director’s leave
of absence. Options included utilizing volunteers and hiring contractors if a major need arises.

Dangerous Building and Property Nuisance violations are being handled by the City’s attorney.

Mayor Jim Nelson provided an update that the Fire Department’s Annual Halloween Costume Contest
and the Norway Community Organization’s Trunk-Or-Treat will be held on Halloween, October 31st,
2026, which is also the date of community wide traditional trick-or-treating.

Motion by S. Rudie, seconded by C. Van Horn, to adjourn the meeting at 7:16 p.m. Motion carried, 5-0
